On Transformation Of Government Functions In China Non-governmental Organization To Participate In Social Management

China is in the economic and social transition, the further development of the market economy demands changes in government functions. Transforming government functions is the goal of administrative reform options. Changes in the functions of government itself, there are bound to stay in the social and economic management and service vacuum. Non-governmental organizations for its unique advantages as an alternative to the government out of the field. So, in this context, non-governmental organizations created the theoretical basis of what role to play, how to play the role of the mechanism, development trends and issues such as what kind of difficulties it is very important.This comprehensive application of historical research and comparative research methods, with examples from literature, interviews and field surveys to obtain data to study the development of non-governmental organizations in China demonstrated the necessity and cutting-edge, and then to structure and function theory for the analysis framework, from the political economic, social and cultural dimensions of the four non-governmental organizations to participate in the function. Combined with actual cases, discussed the role of non-governmental organizations, summarized from the instance transformation of government functions in China against the background of non-governmental organizations and social management difficulties, and provide the appropriate countermeasures. Therefore, the transformation of government functions from the perspective of the participation of non-governmental organizations has important theoretical and practical significance. Through this study, we obtained: non-governmental organization with its own characteristics, features and advantages, can take the transfer out after the change of government functions and social management functions, and will be completed very well.
