Under the new situation of the deep development of government procurement reform,the bidding purchase of scientific research instruments and equipment plays an important role in promoting the development of teaching and scientific research in schools.For colleges and universities all over the country,the most expensive scientific research equipment in purchasing is owned by the government.After the 13 th five year plan,the government attaches great importance to the development of colleges and universities.Colleges and universities are the main force to carry out scientific research and the place where researchers gather most.In order to achieve scientific research results,advanced scientific research must be available.Instruments and equipment to ensure.Taking T University as an example,the project of bidding and purchasing scientific research instruments and equipment lacks a set of scientific purchasing mode for a long time because of its diversified funds and strong specialty.In the research of this subject,firstly,by studying the relevant literature at home and abroad,this paper combs the current situation of domestic and foreign scholars on the bidding and purchasing of scientific research instruments and equipment in Colleges and universities,conducts a comprehensive investigation on the bidding and purchasing of scientific research instruments and equipment in T University by means of questionnaires,and also investigates the bidding and tendering of scientific research instruments and equipment in T University.Purchasing department management decision-makers and grass-roots staff have obtained the corresponding opinions and suggestions in the aspect of procurement bidding.Secondly,principal component analysis method is used to verify the optimized scheme,which is characterized by questionnaire evaluation scores,and the existing problems of T University are analyzed.Facing the problems of imperfect bidding and purchasing system,backward management means and inefficient purchasing of scientific research instruments and equipment in T University,this paper studies the characteristics of bidding and purchasing management of scientific research instruments and equipment,as well as all-round management bodies such as system construction,information construction,internal control mechanism and personnel construction.The department carries out relevant discussions and summarizes the optimal bidding and procurement scheme of scientific research instruments and equipment in T University,so as to clarify the development goals and directions for the purchasers.At the same time,it is pointed out that electronic informatization is a trend of future development.Electronic procurement process can improve work efficiency and reduce corruption.In view of the present situation of University bidding,at present,there are few relevant theoretical materials in the field of University bidding research in China,and the overall structure system of the industry may be imperfect.In view of these problems,how to continuously improve or solve them will become the focus of follow-up research.Therefore,combined with the research of this topic,I hope that it can provide research ideas and reference materials for the follow-up research of other scholars,and also can put forward some feasible suggestions for the procurement work of other colleges and universities.
