With the development of science and technology, skilled personnel has become an urgent talent of social and economic development.Vocational education is an important form to train skilled personnel. The development of vocational education is inseparable from the support and participation of enterprises, the level of participation of enterprises in vocational education determines the quality of skilled personnel, and therefore the school-enterprise cooperation is the main way of the development of vocational education and the cultivating of skilled personnel. However, the reality is the initiative of business to school-enterprise cooperation is not high, the level of school-enterprise cooperation is relatively low. However, the reality is that the motivation of enterprises for school-enterprise cooperation is not high, the level of school-enterprise cooperation is relatively low.More importantly, the levels of different types of enterprises to participate in vocational education are different, diversified business models coexist such as naming classes, order training, school in plants, school level integration, enterprise training and so on,enterprises to participate in vocational education showed significant individual differences which objectively reduced the effectiveness of related policies and to a certain extent, lead insufficient power overall for enterprises to participate in vocational education. And it is only due to the lack of attention to corporate interests, lack of motivation and other external causes always lack sufficient explanatory power. It can provide the basis for the development of relevant policies to probe the reasons for enterprises to participate in the different behaviors of vocational education and analyze the influencing factors,,which contributes to the smooth development of school-enterprise cooperation. This article firstly has done a review of the relevant literature of the home and abroad, including the status, motivation, other factors and incentives of enterprises to participate in vocational education.Secondly, this article builds the endogenous motivation model of enterprises to participate in vocational education and explore intrinsic motivation of enterprises to participate in vocational education based on skills-preference theory of technical progress and wage squeeze effect.Which is that technological progress not only promotes the upgrading of skills and skills upgradingmakes increased demand for highly skilled personnel, but also wage squeeze effect would be enhanced and which makes it possible for enterprises to obtain profits exceeding training costs, thereby enhancing the motivation of participation in vocational education. The personality characteristics of enterprises, transaction costs and external resources determine the specific business model of enterprise to participate in vocational education. Then the article analyzes the basic situation of enterprises to participate in vocational education through questionnaires, and then divided all enterprises into different types to analyze the behavior of different types of enterprises to participate in vocational education and differences has been found. Therefore it verifies the assumptions made in the theory of Skill Biased Technological Progress.Furthermore,it uses ordered probit model to analyze the factors which influence the differentiated behavior of enterprises to participate in vocational education, namely: personality characteristics of enterprises, the level of technology that companies want to reach, the lack of effective way for enterprises to participate in vocational education. In addition, the study also found that the factors which influence the differentiated behavior of different kinds of enterprises to participate in vocational education are similar and different. Finally, suggestions are made to improve the enthusiasm of enterprises to participate in vocational education, namely,Strengthen top-level design, promote the organic integration between technological progress and skills;respect for inherent differences of enterprises to participate in vocational education, strengthen differentiated policy system;build positive channel,to widen the channel of enterprises to participate in vocational education;build a diversified financial support system, stimulate the enthusiasm of enterprises to participate in vocational education.
