In 2020,China’s working age population will exceed 900 million.At present,ensuring the stability of the overall employment situation,improving the quality of labor employment and expanding the overall scale of employment are not only related to the national economy and people’s livelihood,but also a strong guarantee for the healthy and stable development of China’s economy.The world is in a new round of technological change.The wide application of high-tech have spawned a large number of new jobs,and also made a large number of low-end jobs replaced by machines.In order to reduce the crowdingout effect of technological progress on China’s labor employment,we should not only grasp the historical opportunities brought by the third technological revolution,but also strive to achieve the steady and rapid development of China’s economy,and ensure the stability of employment in China’s labor market.With the deepening of academic research,scholars have gradually found the features of factor bias of technological progress,which not only changes the use of production factors in the production process,but also affects the employment of labor force from the mechanism level.Therefore,this paper intends to start from the perspective of technological progress bias,and study its impact on China’s labor employment,which will help China maintain economic growth,stabilize employment situation,promote technological progress,and promote the coordinated development among the three.Firstly,according to the CES production function,this paper uses the standardized system method of supply side,combined with the panel data of 31provinces(cities)in China from 1978 to 2017,calculates the biased technology progress of each provinces(cities)in China;secondly,from the perspective of total employment and employment structure,the paper analyzes the changing trend of China’s labor force,with the help of the deviation degree of labor industrial structure and the labor quality structure indexes;Finally,the paper uses two-stage least square method to construct empirical model to test the influence of biased technology progress on China’s labor employment.The results show that: 1.China’s technological progress is generally capital-biased,and there are obvious regional differences in the impact of such biased technological progress on China’s labor employment.2.In terms of total employment,biased technological progress has a negative impact on it,and has the largest negative impact on the eastern region,followed by the central region,and the west region is the least.3.In terms of employment structure,there is a significant positive correlation between biased technological progress and the deviation index of Labor Industrial Structure in the eastern,central and western regions;while biased technological progress only has a significant negative impact on the labor quality structure in the eastern and central regions,but there is no significant correlation in the western region.Based on the above research,This paper holds that each region of China should adjust the direction of technological progress according to its own characteristics of economic development and social construction,and the institutional reform and policy intervention should be properly used,not only to ensure the steady development of economic construction and technological progress in China,but also to minimize the crowding-out effect of technological progress on employment.Combing with the structural reform and industrial upgrading,we should strive to achieve the stable growth of labor employment in China.
