Lifelong Education Public Welfare Propulsion Research In Our Country

Lifelong education is the sum of the education that people have experienced all kinds of education at all stages of life.At the same time,it's including all stages of education system and in variety of teaching methods,which including school education,social education,formal education and in-formal education.Since the midterm of 1960s,with the help of UNESCO and other relevant international organizations,the lifelong education was promoted and popularized,meanwhile,lifelong education as a realization of human rights of people,serving the people's survival,improving the education system,has been widely disseminated in the world and consensus.The lifelong education is adopted as guiding ideology by many countries to make education reform and education development policies.Obviously,lifelong education becomes an indisputable fact that not only relating to human rights which is related to human survival and sustainable development of educational philosophy,but also making the educational system more public.How to promote scientific and rational lifelong education welfare effectively is becoming an important issue.China as a stronger economic power and bigger human resources country,how to solve the problems in promoting lifelong education more public is become a key that the future conduct of lifelong education practice to be faced.The paper is comprised of five parts:The first part is introduction,introducing the reasons of this study and pointing out the backgrounds of lifelong education at home and abroad.The second part is an overview of the basic theory of lifelong education public welfare,which has four parts,including the definition of the basic concepts,basic characteristics,value demands and the theoretical basis.And the four terms as "lifelong education","lifelong education institutions","lifelong education public welfare" is specifically defined,meanwhile,pointing out several basic features of lifelong education public welfare:government-led,multi-stakeholder involvement,resource sharing,non-profit,non-competitive and non-exclusive,etc.At last,proposing the theoretical basis of lifelong education public welfare—the theory of public products.The third part is introducing the basic situation of promotion of China's lifelong education public welfare.Including actions,achievements and problems which existing in the promoting lifelong education of public welfare.There are three aspects of active promotion,the policies and regulations,local laws and regulations have been introduced and practical learning city construction,so as to sum up the actions and practices that China has done.Community education,adult education and non-degree training,elderly education,private education,digital distance network platform education is cited to prove that China's construction achievements.At last,pointing out that there are still existing different kinds of problems in financing,legal,digital community platform construction in the promotion of lifelong education public welfare in China.The fourth part is summarizing some practices to promote the lifelong education public welfare at abroad.In turn cited the practices of Japan,UK,USA,France,South Korea in promoting lifelong education welfare process,which providing references for China to promote lifelong education public welfare.The fifth part is introducing some strategies to promote the lifelong education public welfare in the future of China.According to the present stage of the implementation of lifelong education welfare,and foreign countries' experience and practice to draw some practical methods to promote lifelong education public welfare in the future,which including Legislation as soon as possible,promotion of security,integration of resources,improving the service system of lifelong learning and establishing the promoting policy of socialization,establishing lifelong education public welfare financial supervision mechanism and establishing the lifelong education welfare evaluation mechanisms.
