Research On The Developmental Countermeasures Of Universities For The Aged In Central Government

As the emerging education career, the universities for the aged conform to the aged tendency of population and the development of economic society. The universities for the aged of China's State organs, as an important part of educational system in China, not only satisfy the spiritual and cultural needs of the retired cadres of the central government, but also are regarded as a principal portion of serving the retired cadres. In the early of 2016, the General Office of the Communist Party of China and the General Office of the State Council has jointly issued The opinions of further strengthening and improving the service of retired cadres, which made a brand-new deployment for the service work of the retired cadres, such as “strengthening infrastructure construction”, “promoting the sharing of elderly cultural and educational resources”, “reinforcing the construction of network study and communication platform”, etc. Therefore, how to make the universities for the aged develop well in the new period has become a key point for China's State Organs.This paper mainly summarized the development situations of central states organs' universities for the aged and the characteristics and experiences of running the universities. In the meantime, a study on the universities for the aged of Ministry Z was conducted, which was based on students' situation, curriculum provision, carrying capacity, management mechanism and so on. Through case study, questionnaires and interview, it was concluded that there were still a great deal of issues in universities for the aged of Ministry Z, such as low enrollment rate, insufficient school capacity, low joint degree of course arrangement towards specific groups, internal construction that needed to be further improved, etc. The developmental strategy suggestions of universities for the aged of China's State Organs were specifically proposed, such as enhancing the show of achievement and improving the ideological consciousness; enriching the forms of teaching by the humanized teaching methods; improving the hardware and software equipment and intensifying the load capacity; reinforcing self-construction of our party and providing strong logistical support.Finally, according to the future development of universities for the aged of China's State Organs, it is an inevitable trend to make the universities for the aged socialized. The unconnected and fragmented situation between central and local, among departments will be improved gradually over the next decade. The educational system of universities for the aged coordinating the whole social resources will be established initially in the unit of community. The resources sharing will be realized between universities for the aged of China's State Organs and various universities for the aged in Beijing, and they will be collectively open to all of the senior citizens.
