Chinese people's fitness problems have always been the key issues in the work of the Communist Party and the government ever since the founding of the People's Republic of China.Chairman Mao used to encourage the public to engage in and stick to long-term physical exercise considering that it can exert positive effect on one's body and mind.Based on this idea,the government of China has formulated and enacted a series of documents to support domestic sports development.With these working plans,it can be seen that both people's health and their life expectancy has been largely improved and extended compared with those before the founding of China.During the nearly 40-year of Reform and Opening Up,the sports business in China has gone through from nothing to today's large scale and our country is transforming from a big country of sports to a powerful country,which can be served as a good illustration of the inner meaning of the tenacious spirit in sports.After the formulation of the first Outline of Fitness for All Initiative in 1995,the government will renew its content every five years according to the development of Fitness for All Program.Now,the latest version of the outline is the one published together with the 13 th Five-Year Plan,Outline of Fitness for All Initiative(version 2016-2020).The aim of this update is to raise the public's awareness of taking more physical exercise and to promote a healthier China.What's more,the increase of fiscal investment on sports business and introduction of a series of regulations in recent years also help ensure and promote the Fitness for All Initiative effectively.In this study,research methods such as literature review,questionnaire,interviews with experts and mathematical statistics were used.Besides,the author also invited the heads of Bureau of Education and Sports in Rencheng District,Jining as interviewees to introduce relevant policies and information on the Fitness for All Initiative.What's more,the comprehensive situation of national fitness path in Rencheng District,Jining was studied in the research aiming at finding out general questions and their reasons existing in 13 street offices.Meanwhile,based on respondents' feedbacks and analysis of current difficulties made by the heads of the Bureau of Education and Sports,relevant countermeasures were also provided in this thesis to help ensure a deeper spread ofnational fitness paths in Rencheng District,Jining.In general,the main content of this research includes the allocation and use of national fitness paths(such as the scientific basis of their distribution,the reasonability of their allocation and surroundings,the rate of the damage)as well as the analysis of existing problems in the 13 street offices in Rencheng District,Jining.During the investigation,several points were found.For examples,some sites chosen for old fitness paths were unscientific;the number of fitness paths varies a lot from each street office;there is a great lack of sports instructors in each site and their number is much lower than the basic requirement of the government as well as the average level of large and medium-sized cities;people who use national fitness paths are not able to obtain correct guidance,which leads to a series of problems including people's ineffective exercise,shorter service life and low usage rate of fitness paths as well as decrease of users' passion.What's more,the management and maintenance of the equipment needs to be improved as it is not systematic enough;there is lack of communication between relevant community-level administrations and their superior;staff members have little awareness of their responsibilities as they work in the form of part-time,which to some extent,have led to the delay of equipment maintenance and ignorance of outdated fitness paths.Last but not least,the subjective perceptions of residences in Rencheng Districts are the key factors that affect the development of national fitness paths.Personal situation including lack of awareness and scientific method of taking exercise,poor family economics and shortage of free time can limit one's time spent on and chances of using fitness path to participate in physical exercise.
