Research On The Inclusive Development Mode Of Mass Sports In Dalian And Its Realization Mechanism

With the construction of "healthy China","national fitness","national health","comprehensive well-off" has become a topic of great concern to the community,and mass sports has become the core work of sports departments at all levels.Dalian as a famous coastal city,the former city of football and the country of track and field,the development of mass sports is fruitful in recent years.But in the actual development process,contradictions are increasingly prominent.For example the coverage is not comprehensive enough,the development gap of mass sports in city,town and rural of Dalian is large,the overall development of mass sports in Dalian is relatively one-sided etc.These problems affect the role of mass sports in building a comprehensive and coordinated development of society.At the fifth Plenary Session of the 18 th CPC Central Committee,the five development ideas "Innovation,coordination,green,open,sharing," were put forward,and the five development ideas exactly coincide with inclusive development.This paper studies the development of mass sports from the perspective of inclusive development theory.Inclusive development as a systematic expansion of Scientific Outlook on Development can provide important theoretical guidance for the development of mass sports.This article makes use of Document literature,Interviews,Questionnaire to collect the relevant information and data of Dalian mass sports.It is considered that the inclusive degree of the development of mass sports in Dalian is not high enough and these problems still exist here.For example there is a gap between urban and rural on government management power.Sports public service facilities unevenly distribute in urban and rural areas.Sports social organization construction and social self-governance lag.There is a contradiction between individual sports demand and mass sports supply etc.Based on the theoretical basis of inclusive development,this paper argues that the development of mass sports should be coordinated,balanced,universal,comprehensive,fair and shared.Research on mass sports make inclusive development path of mass sports aim at the universality of mass sports subject,the overall coordination of the development of mass sports,the fairness of mass sports development process,the pooling-of-interest of mass sports development achievement.Based on the contradiction in the development of mass sports in Dalian,this paper analyzes the factors affecting the development of mass sports in Dalian.Based on the concept of inclusive development,this paper puts forward the model of Dalian mass sports inclusive development.Development model of coastal economic belt and economic belt along the road between regions,regional urban radiation patterns,urban "olive" model and traditional folk sports mode in rural areas are put forward.Based on the abovemodel,this paper puts forward the corresponding implementation mechanism from the actual situation in Dalian: based on meeting the needs of the masses in Dalian,showing the characteristics of Dalian,using of local resources,develop and cultivate the advantage item of mass sports in Dalian;vigorously develop the coastal tourism sports,strengthen mass sports and other industries to achieve win-win development;improve the management of rural mass sports,speed up the pace of narrowing the gap between urban and rural about mass sports development.
