Investigation On The Running Costs Of Rural Boarding School

Since the new century,with the rapid development of urbanization and m assive adjustment of the layout of rural primary and secondary schools,boarding school has become one of the m ost popular school type in rural areas.Com pared with nonboarding schools,boarding schools adda series of educational and m anagement functions,such as dorm itory management,canteen operation,accomm odation cleaning,night security,morning and evening self-study counseling.These functions need to be supported and guaranteed by the corresponding education funds.This paper is based on field investigation.The paper looks for relevant policy docum ents and authoritative statistics,and then combines the basic resource allocation criteria and the corresponding resource price levels for boarding schools,to calculate the minimum standard cost which is usedto provide basic accommodation services,school morning and evening self-study and night securityfor boarding students.Through the research,the paper find that the L County boarding school's student standard cost is over-top our country's unifiedpolicy standards which carries out from the spring of 2016.The policy is called “i ncrease the boarding school public funds subsidies for boardin g students in accordan ce with the an nual average standard of 200yuan”.At presen t,L County boarding schools are faced w ith many realistic dilemmas,for example,the lack of public funds per student,large funding gap,having no choice but to squeeze on public funds fo r maintaining the norm al running of the school.Furthermore,the boarding schools ar e also in a shortage of logistical preparation,and teachers cannot get reasonable subsidies for over work.By observing the curvilinear relation between the cost per-student from 23 boarding schoolsin L County and the num bers of boarders,the pa per find that the total costs of boarding school students show a decreasing trend with the increase of boarders.In order to guarantee the developm ent interests of rural boarding schools and to maintain the fairness and justice of rural co mpulsory education,this paper puts forward the following counterm easures and suggestions based on the above conclusions:Firstly,establish a steady gr owth of boarding school funding allocation mechanism.Secondly,accelerate the standardization construction of boarding school.Thirdly,increase the lo gistics staff by purchasing services,reduce the workload of teachers.Fourthly,establish and improve the mechanism of boarding school running cost.
