With the continuous development of China's economic and social,the acceleration of urbanization,Chinese urbanization level has reached to 50% in 2015,urbanization is one of the important indicator is the percentage of urban population,as the basic areas of urban life,in promoting community residents physical and mental health,improve the labor productivity,strengthen grass-roots social management,improve the people's rights consciousness undertakes the important role.In sports,community sports is the sports undertakings,an important part of the national fitness work,with the reform and opening and the push of urbanization,the urban population increasing,the traditional sports industry pattern is broken,people demand for sports,borne by the community,community sports population increase,the intense competition of society also led to the decrease of the constitution in the workforce,community as a middle-aged man and an important place for youth work,school,take exercise,its development is related to the national constitution and labor,the improvement of productivity.At the same time,along with the economic system reform and corresponding administrative system reform,emphasized the government's focus is to grasp the social management and public services,including public sports service is the foothold of the national health service,and benefit the masses of the most widely is definitely increasing proportion of urban residents.Do a good job,community sports need strong system guarantee and policy,thirty years,introduced many policies and regulations about community sports in our country,the old model,variety,rich in content,which has both the party and the government issued the documents,also have(the former state sports commission)of the state sport general administration,local government regulations;There are both comprehensive guidance document,and dedicated to the community sports facilities,the use of funds,personnel security file,but the overall community sports policies some problems both in quantity and quality.This article selects dozens of community sports in our country since the reform and opening up policy,the policy analysis of the rules of the community sports work target,in order to realize the security of goal setting,policy implementation and policy changes between,sums up the characteristics of community sports policies in China and problems,and put forward improvement Suggestions in view of the problem.Conclusion is as follows: on the characteristics of policy,our country community sports policies mainly present(1)the amount of policies are more in the middle stage while less in the two polar stage;(2)the contents of policies are stable and the management are less intense;But at the same time there also exist such as community sports special policy are less,the policy goal is not clear,lack of transparency in the policy-making process,the policy implementation problems such as lack of feedback.Therefore policy direction in the future on the following conclusions:(1)the rich community sports special policy,strengthening legal system construction;(2)strengthening the concept of community sports policies,in order to improve the physical quality people as the ultimate goal;(3)improve the policy making process transparent degree,attaches great importance to the people to participate in.
