In the swimming competition,the device which could help the judge to judge have been developed from chronograph to digital touch pad,and to the current OMEGA timing system.Shandong SZ sports company and Beijing ZYMA also develop the timing system which could provide similar function like OMEGA.The advanced timing equipment are connected to internet and continually record the competition by using CCD camera.The latest digital timing and scoring system could be applied into water competition like swimming and underwater swimming.It could record every athlete ‘result automatically and accurately to determine the rank,and provide the rank list and game factors in real time.in the international competition,as the developing of athletes' raining level and diet plan,the game result cannot be determined in millisecond.Even the advanced timing system is accurate,it still cannot satisfy the highly competitive game's judgment.To reduce the risks of misjudgment,OMEGA timing system which has been applied in the international competition,it combines high speed camera and swimming timing device which cause the price of whole system is extremely high,and would be higher if it was applied in the national level competition.Researcher used the literature review,case study,questionnaire,statistical analysis,and focus group to evaluate the misjudgment from 2005 to 2016.Judge can be influenced by subjective factor and objective factor,and make the misjudgment which causes unfairness.Hence applying high-definition underwater playback device could avoid the misjudgment.Major conclusion are as follows:1.After analyzing the misjudgment,missed sanction and erroneous judgement,the main factors can be determined.The outdated timing system cannot provide reliable game result to support judge's judgment,and cause them psychological fluctuation which hinder them to do the correct judgement.2.Due to the mutual environment of technology,time consuming,light conditions and water quality,and the reasonable price,high-definition underwater immediately imaging technology can be applied in China.3.Domestic company now has the capability to satisfy the demand from national level competition.
