With the development of global economic integration,African harmonization has also become an important direction for African development.The development of regional organizations in higher education of Africa has brought the sharing of technology,capital and resources to the development of African economy,and has become an important supporting force for the development of social and economic development in Africa.The Inter-University Council for East Africa,as a semi-official university collaboration organization in the East African region,plays an important role in the development of higher education in East Africa.This study takes the higher education harmonization strategy of Inter-University Council for East Africa as the research object,and uses literature method and case method to sort out,analyze and summarize its integration development strategy.In addition to the introduction of the full text,it includes six chapters in total.The first chapter introduces the the development process,nature and operational mechanism of the Inter-University Council for East Africa.It explains the whole situation of the Inter-University Council for East Africa.In the second chapter,it analyses the overall planning of the educational harmonization development strategy of the Inter-University Council for East Africa from the perspective and background of the harmonization strategy of the East Africa.And then it analyses the overall planning of the 2011-2016 Rolling Strategic Plan as an important text and summarizes its strategic objectives,strategic characteristics,implementation,effectiveness and strategic priorities.The third to the fifth chapters are the in-depth study on the three strategic priorities,namely the "Quality Assurance Strategy of Higher Education",the"Information and Communication Strategy of Higher Education" and the"International Cooperation Strategy of Higher Education".Firstly,it is the Quality Assurance Strategy of Higher Education,including the cooperation in the development of quality assurance framework,the implementation of quality assurance framework,the development of "quality road map" and organizing the pilot.In this study,the "Quality Road Map" as an important text basis focuses on the implementation of its internal quality assurance.The strategy has been successful in the following areas:the regional quality assurance system for higher education has been basically established and formed a national education and credit mutual recognition system.It also cultivated high-quality forces in line with regional development and speed up the East African education integration process.Most importantly,it improves its regional influence in the international community.Secondly,it is the information and Communication strategy of Higher Education.It takes Information and Communication Technology Master plan" as the typical project to analyze and summarize the strategy objectives,the main contents,implementation,evaluation and effectiveness.The strategy has following achievements,such as the establishment and improvement of information facilities and services in East Africa,the enhancement of the information technology level in East Africa,and the enhancement of the integration level of East Africa.Thirdly,it is the strategy of International Cooperation in Higher Education.It analyzes and summarizes mainly from its important strategic text "Eastern and Southern Africa Higher Education Excellence Center Program",including its national cooperation goals,mission,priority areas of development,selection criteria and potential challenges.International cooperation is a win-win project,but it also faces multiple challenges,mainly refers to:lack of theory,experience and personnel,the danger from the official recognition,the conflicts of school and business,the lack of expertise and research,and funds.The sixth chapter summarizes the development strategy of the Inter-University Council for East Africa.It analyzes the characteristics of the strategy,the successful experience and the challenges,and the inspiration thinking of the strategy.The final conclusion of this study are as follow:1.The educational harmonization strategy of the Inter-University Council for East Africa has characteristics,as the integrity of strategic content,the relevance of strategic priorities,the scientific nature of strategic development methods and the continuity of strategic implementation.2.The successful experience gained by the harmonization strategy of the Inter-University Council for East Africa is that,it relies on the authority of the government to develop and implement strategies and focuses on its unique characteristics and relying on the technology and experiences in a cooperative model.From the inside view,it is correct leadership of the Council.3.The harmonization strategy for the Inter-University Council for East Africa still faces a number of challenges,such as the limited organizational and managerial capacity,the difference between the policy development and implementation of the whole region,and the lack of funds,technology and high-quality workforce.4.To strengthen the China-Africa cooperation,we should pay attention to and study African regional organizations.Through the study of regional organizations in Africa,so that we can more directly and more comprehensive grasp the reality of African development,making China-Africa cooperation having a new perspective and.cooperating more effectively.5.In order to promote the integration of African education,we should support the African quality assurance system for higher education in finance and technology,aid the information and communication program,strengthen the China-Africa talent exchange Program,exchange students and set up reasonable scholarships and cooperate to promote the development of education harmonization of Africa.
