The friendship between China and African countries has a long history and solid foundations.Since the founding of new China,a new era of China-Africa relations was created between China and African countries.The educational exchange and cooperation between China and Africa, after more than half a century of development, has reached a considerable scale,and becomes an important part of exchanges and cooperation between China and African countries. At the fourth Ministerial Conference of FOCAC Sharm El-Sheikh action plan (2010-2012) was adopted and one of the key projects is China-Africa "20+20" Colleges Cooperation Program. This plan by constructing a China-Africa universities "one to one" new patterns of interscholastic cooperation, promoting China-Africa higher education multilevel and multifield and multiform exchanges and cooperation in education.This paper studies China-Africa "20+20" Colleges Cooperation Program, through summarized activities of 40 colleges and universities between China and Africa (or the taken measures),then outlines "20+20 Central African universities partnership" the characteristics of cooperative model, then sum up their experiences and lessons learned;Improving the "asymmetry" situation of China-African educational exchanges and cooperation,,exploring whether China- African universities could learn from each other and draw on experience in management and development, strengthening China-Africa in the areas of education, science and technology, culture, health and other exchanges and cooperation;Meanwhile it is good for Chinese people to know the status of African universities, changing the prejudices against African universities; the last but not least it is also conducive to a comprehensive understanding of China-African educational exchanges and cooperation in the new century.This paper consists of seven parts.The first part is the introduction, including articles in order, literature reviews, research framework and so on.The second part is to introduce the background of China-Africa "20+20" Colleges Cooperation Program,which mainly includes three aspects:Chinese colleges and universities meet the needs of internationalization,the needs of African colleges and universities internationalization development,the requirement of China-Africa educational exchanges and cooperation requirement.The third part introduces the framework of China-Africa "20+20" Colleges Cooperation Program, primarily discussed from participation in the framework of the subject, content and development trend of cooperation,thus three aspects.The fourth part summaries the main practice form of China-Africa "20+20" Colleges Cooperation Program.First Briefly summarize the four modes of inter-school cooperative:"1+1+N" bundle,"system-system" cooperation mode,project cooperation modejoint base and cooperation platform. Secondly, according to the practical activities of China-Africa "20+20" Colleges Cooperation Program summarized the main features of inter-school cooperation:inter-university cooperation in diversified forms, running a localized overseas normalized, the joint establishment of research institutions, systematic professional training teachers and teachers’exchanges shared, the structure of education for foreign students from Africa rationalize. The fifth Part introduces the features of interscholastic cooperative mode:inter-university cooperation in diversified forms, running a localized overseas normalized, the joint establishment of research institutions, systematic professional training teachers and teachers’ exchanges shared, the structure of education for foreign students from Africa rationalize.The sixth part by summarizing the content of the interview to conclude China-Africa "20+20" Colleges Cooperation Program some problems in the implementation process.The last part according to existing problems, and considering the background of higher education internationalization,the past 2015 development framework, proposes China-Africa "20+20" Colleges Cooperation Program in the future development needs to concern of several aspects, hopes the follow-up progress of China-Africa "20+20" Colleges Cooperation Program could work smoothly, strengthened China and African educational exchange and cooperation, better to service China and African political, economic, and other fields of exchange and cooperation, make an contribution to the realization of the Development Agenda after the 2015.
