High school education,is the young students in the completion of the compulsory education stipulated by the state,choose the higher level of education,it is the only way to higher education,the socialist workers to improve the overall quality has important significance.Since the middle of this century,the state has paid great attention to the education high school stage,which has been raised in major meetings to accelerate the development of education in high schools and promote the popularization of education in high schools.Ordinary high school have countries,promote the high school education modernization,the main measures are schools,education equipment,improve the reconstruction and the campus internal and surrounding environment,etc.In more than a decade of development,around the ordinary high school to improve the level of software and hardware of unprecedented,demonstration school more and more,teaching quality,to a certain extent to meet the needs of students and parents.However,due to the change of national policy,resulting in most of the county public schools,especially in ordinary high school financing ability,combined with the local government investment is insufficient,have to borrow.At one point,the school's debt was more than the school's ability to raise money.County of average high school debt if it continues,not only influence the normal operation of the school,teachers stability,also restrict school long-term development,destroy social harmony.Therefore,the debt problem has become the bottleneck of the development of common high school in county area,hindering the healthy development of these schools.This research focuses on Y city seven county(city),for example,show the origin,the present situation of county public debt of average high school,through the various counties(city)ordinary high school debt present situation analysis,summing up the commonness of county public debt of average high school form factors.Finally,we will strengthen the construction of laws and regulations and improve the long-term mechanism of running schools.The government shall fulfill its principal responsibility and improve the administrative policy of the education.This paper puts forward the long-term strategy of promoting the development of common high schools in county areas to promote the development of common high schools.
