Under the situation of rapid economic development, the Japanese senior highschool education had been popularized in the early1970s. With the balanceddevelopment,the public ordinary senior high school had also presented thehomogeneity tendency, which deviated from the society’s diversified requirements.In1987,Prime Minister Yasuhiro Nakasone set up the Provisional Council for Educationand emphasized that to develop students, individual growth, it was necesscery toachieve the diversification of senior high school education.In1997,the government ofT’okyo asserted to carry out flexible and diversified high school education’ as atheme in the first phase of The High School Reform Plan of Tokyo.To achieve the goal of the education reform, Tokyo named The Key School ofEntrance Guidance,The Core School,Encourage School, The High School of NewCurriculum System to give the public senior high school new identity,and constructedComprehensive High School, The Ordinary High School Using Credit System,Junior-senior High School,Super Science High School.International High Hchool,Challenge School and other new style public schools. Senior high schools haveachieved their diversification in school system, course teaching and appointmentsystem for teachers.The diversification reform of public ordinary senior high school in Japan is part ofthe Neo Liberalism education reform, which adapted to economic and socialdevelopment and changes,also pursued the eiffciency, and abandoned the balancededucation.From the diversification reform of public ordinary senior high school inTokyo,we can find that the Japanese education,which characterized by educationequity and balanced developed, has been changed atfer the second World War.
