As the integration of the world is deepening,INGOs,a kind of emerging independent actor different from the traditional government and business bodies,are playing an increasingly important role in the international stage.On the one hand,INGOs,depending on their unique advantages in scientific research,talent reserves and capital guarantee,can play a positive role in fields such as education improvement,environment governance and medical reform etc.,help developing countries advance political and economic construction,and make contribution to the increase of developing countries? comprehensive national strength.One the other hand,some INGOs,making use of the shield of their non-governmental and non-profit cover,can penetrate into various fields of the society in target countries,conduct spying to obtain confidential information or even attempt to overthrow the regime,resulting in negative impact on political security of sovereign states.Since the launch of the reform and opening-up policy by Chinese government,a large number of INGOs have poured into China,conducting activities in fields such as education,healthcare and charity etc.in China,and acting as a complementary factor for China?s economic development and national revitalization.But at the same time,some INGOs with western government background,with the National Endowment for Democracy as the prominent representative,have taken the opportunity to carry out a number of sabotage activities,intervening in issues relevant to China?s Tibet,Xinjiang and Hong Kong,providing substantial funding for anti-China forces,undermining China?s territorial integrity and national unity,and posing a new threat to China?s political security.This paper starts with the interpretation of the theories about INGOs and the development process of American INGOs,and selects the National Endowment for Democracy as an example to analyze the impact of INGOs on the political security of sovereign states.From the support by the National Endowment for Democracy for the anti-government forces in the Middle East and North Africa,as well as its financing for China’s “Tibet independence”,“Xinjiang independence” and “Hong Kong independence”,this paper conducts studies on the negative impact the National Endowment for Democracy plays on the political security of territorial integrity,sovereign independence and social stability of sovereign states.At the same time,this paper also conducts an analysis on the specific measures that Chinese government applies in response to the threat of INGOs to discover the existing shortcomings and deficiencies,and further make recommendations on improving China’s political security prevention work.
