In recent years,our government prompted some new policies which suit to the time changing and are good for developing vocational schooling as well.Beyond this,the government also encourage a unique universities transform,from full-time undergraduates in colleges and universities to vocational-technical universities.All of these policies bring a great opportunity and prospect for China's vocational educational system development and growth but also pose the unprecedented challenge to vocational educational future prospect and location problem for the next stage of vocational colleges.For example,under the push of the transformation trends in undergraduate universities,we still should explore some issues:how to develop vocational colleges and how to connect the teaching and the transformed higher universities;In the aspect of cultivating "Double-position" teachers,how do vocational colleges effectively use the chance of higher universities transformation to enhance the cooperative relationship among company,university,and government?How do they adjust these current issues,irrational structure,insufficient number and quality of educators in vocational colleges?These problems will be a new focus for currently vocational educational evolution.In addition,in the link of vocational college educators admittance,the registration qualification of the Chinese vocational college educators' selection examinations is too extensive.The inspection period is relatively short.The contents are relatively simple.The distribution of appointment rights is unreasonable.Meanwhile,most Chinese vocational colleges also are too conservative and prudent about the work which hires senior talents from the excellent universities;The combination of specialties and profession educators group still locate the infancy stage and the part-time educators rehired from enterprises do not form a set of unique and featured teaching method.This paper applies document research method,comparative study and interview methods to make the deep analysis about Chinese and Germany vocational college educators' admittance strategies,find the differences and similarities of both governments' measures for their vocational colleges educators admittance work.As well,it also makes the survey about parts vocational colleges' educators' admittance situation and presses ahead the interviews with these staffs.Combining with Chinese current situation,it seeks the proper new measures to Chinese vocational education educators' development.Hence,through analyzing and exploring the conditions,qualifications,evaluation process and contents and final appointment rights,this text generates the conclusion to pursue the purpose of Chinese vocational college educators'admittance system.Based on above analysis logics,this research mainly includes the following three parts,aside from the Introduction and Conclusion:Comparing the structure of vocational college educators and educators' admittance system in vocational colleges.On the one hand,we can easily find out the truth that the structure of vocational college educators,between China and Germany,is similar in a large part.But on the other hand,there are some significant differences among the proportion of the number of various educators,the source of educators and the teaching tasks on educators.The setting of educators'admittance system is also different.The main differences are appeared in the assessment of authority(the level of government intervention),the requirement of educators' admittance qualifications,the assessment period and content,and so on.The comparison of educators' admittance system in vocational colleges between China and Germany should be divided into four sections:educators' admittance conditions and qualifications,admittance assessment process,admission assessment content,and the final appointment authority of admittance.For the research about vocational college educators'admittance,it needs to distinguish different types of teaching group.Through comparing the educators' structure of two countries,this paper roughly classifies them into full-time educator and part-time educator(called as Practical-training teacher by Germany).For the first part,With the perspective of national relative regulations and various admittance requirement of colleges and universities and analyzes of educators' admittance conditions and qualifications,by contrast in our country,admittance threshold of full time educators and part-time educators is high in Germany vocational college,and State intervention is high as well.In the second part,By analyzing status quo of admittance evaluation process,it is not difficult to find that Chinese full-time educator' evaluation process is quite simple and the appraisal cycle is short.The evaluation process for part-time educator lacks of systemic selection process and monitoring methods.During the process of contrasting German correspondent strategies,it demonstrated their perfect and meticulous in evaluation circle,procedure,degree of national reference,guidance of legal policies.The third part is comparing the examination contents about Chinese and German vocational college educators' admittance.The contents of German admittance examination include scientific and technological essays,educational internships,professional teaching methods,educational science/general education curriculum,relative educational laws and regulations,teaching demonstration and examination of professional knowledge.However,China still needs efforts to reach that level.Chinese full-time educators' examination contents are simplex and the interviews are lack of examinations of professional skills and the evaluation process of part-time educators still has the situation of "Recommend + Interview".The last part is contrasting the rights of employed educators of Chinese and German vocational college.In this part,it mainly makes contrast from the aspect of distribution of rights and settings of supervisory organization.The authority of appointment in educators' admittance system is centralized and administrative in Chinese vocational colleges,and it lacks an independent supervisory organization.Germany like to take a way that separating the examination from appointment when they go on the qualification of vocational college educators.The federal state has sat up a separate supervisory organization to ensure the admittance procedure is fair and equal.By virtue of the detail and deep comparison,the author gains some thoughts so also to provide the reference for improving Chinese vocational college educators' admittance system.From the long run,government and colleges should adopt the effective strategies from various aspects;pay more attention to the relative works to form the unified laws covering various conditions criteria,examination flow and contents and to prompt a set of feasible admission system.Meanwhile,all provinces,municipalities and direct-controlled municipalities' relative administrative department should press ahead severe admittance training and rigorous election examination for the educators' applicants.They try to increase the admittance threshold for full time educators,regulate part-time teachers' enrollment and examination mechanism as well as expand "Double-Competency" educators' admittance coverage.At the same time,they should also regulate full-time and part-time qualification admittance examination contents,increase times,prolong admittance circle,set admittance training before examination as well as make full use of universities-enterprises linkage,interscholastic cooperation and government participated in methods.They also should adjust educators' appointment rights,establish relative monitoring institution in government and higher universities,and regulate higher college educators'admittance so as to realize the fair and justice of admittance evaluation results.
