In the context of international education reform with a pursuit of education equality and quality, education policy for the disadvantaged groups has become a focus for the international community. Faced with the learning problems of disadvantaged groups,"Program of Remedial Instruction Implementation in Primary and Middle Schools" put forward by Taiwan has caught attention. This program is mainly aimed for students with low academic achievements, in order to ensure students' basic learning ability, narrow the gap between individuals and achieve the ideal of equal opportunities for education. At present, under the guidance of the " Program of Remedial Instruction Implementation in Primary and Middle Schools", a more mature and perfect remedial instruction system is formed,and it is widely used in teaching practice. From the perspective of policy analysis, this paper mainly conducts a more comprehensive and in-depth analysis of the"Program of Remedial Instruction Implementation in Primary and Middle Schools". It will provide a great reference value for the education of students with low academic achievements in Mainland China.This study mainly applies four research approaches including literature research,case study, interview survey and comparative analysis. The text is divided into five parts.The introduction clarifies the reason and the significance about the theme of the study-"Program of Remedial Instruction Implementation in Primary and Middle Schools" in Taiwan- After reading the related researches, the writer introduces the research ideas and the research methods of this paper and defines the core concepts. The first chapter has analyzed the background and the design ideas of "Program of Remedial Instruction Implementation in Primary and Middle Schools" in Taiwan, Chapter two has introduced the implementation of the program in Taiwan, including its process of development and operation mechanism, and has studied the latest typical cases. The specific implementation of the program has been sketched out. Chapter three has evaluated"Program of Remedial Instruction Implementation in Primary and Middle Schools" in Taiwan, including its features. And the writer interviews some of the participants in the program to analyze its effectiveness and difficulties in depth. Chapter four has presented more specific inspirations and suggestions based on the after-class tutoring of students with low academic achievements in Mainland China.
