For a long time,the after-school care and education of primary school students in our country belongs to the category of family responsibilities. However, with the development of economy, family change and parents' concept, the after-school care and education of primary school students has aroused the concern of the whole society,especially the parents. Nowadays, the two-child policy has fully opened up, which leads to the severity of after-school care of pupils and the hosting problems come into prominence. Therefore, the strong demand for after-school care is no longer the individual needs of a small number of families, but our common aspiration.The after-school care class for primary school students in China originated in the beginning of 1990s,after more than 20 years' development, different kinds of depository institutions, operated by market are still the main provider for the after-school care service in China. Since they not only regard making profits as the only object, neglecting of the quality of teaching, but also have the problem of confused ownership and safety,resulting from the lack of corresponding supervision and regulation, the parents call for the government to take their responsibilities and give more support and encourage to the schools, which plays the key role in organizing the hosting classes. However, the public school hosting service relying on government financial support only belongs to the small-scare exploration of local government, due to the lack of the clear policy and financial support, coupled with the resistance of the school, the after-school care of school makes it trap into the embarrassing situation; besides,the new nonprofit hosting service is underdeveloped because of the deficiency of support from the government's institution, funds and staff.It doesn't form a standardized mature system of after-school care for primary school students. These cases are directly related to the short of relevant laws and regulations in our country, the vagueness of its nature , the attribution of responsibility and the way of implementation.Because the after-school care of primary school students belongs to the quasi-public goods, the social and public needs for this service are gradually increasing, the functions of government are being transformed and the social force expands ceaselessly, it is imperative to include the after-school care of primary school students in the category of educational public services system. As a result, the government is undoubtedly take a leading role in promoting the development of after-school care for students. Concretely speaking, the government should be responsible for arranging the production and supply of after-school care service , on the other hand, it also need to give support, guidance and supervision for the service participants, all of which should follow the rules of publicity,faimess,fundamentality, integrity and carrying out the after-school activities in the light of local conditions. In other words, in order to accelerate the system construction for the after-school care of elementary school students in our country, the government should provide a good institutional environment for after-school care in the macro level, then it need establish a standardized and well-organized system in the middle level, in addition,it also have to give different arrangements and guidance in accordance with various types of implementation modes in the micro level. Only in this way, can the after-school care of pupils develop in a healthy and ordered way.
