| At present,China is deepening the reform of education supervision system and mechanism in the new era.Responsibility supervision in primary and secondary schools is an important force to standardize school-running behavior and implement quality education.It plays an irreplaceable role as a bridge and fortress in the balanced development of compulsory education and the construction of high-quality system.The existing research shows that there are few studies on the ability and quality of primary and secondary school responsibility supervision in China,and there is no comprehensive analysis of the composition and improvement of its ability and quality connotation in theory.It is urgent to carry out research and practice on the ability and quality of primary and secondary school responsibility supervision.Therefore,carrying out research on the composition and improvement of the ability and quality of primary and secondary school responsibility supervision will be more conducive to building a professional primary and secondary school responsibility supervision team with sufficient quantity,reasonable structure and high quality.On the basis of exploring the current situation of existing research at home and abroad,the connotation of core concepts,and relevant theoretical basis,this study uses the analysis of central and local policy documents,literature,and excellent cases to construct a competency model for primary and secondary school responsibility supervisors.The model is verified by the questionnaire method,and finally the competency model for primary and secondary school responsibility supervisors is established,including four dimensions : knowledge,skills,professionalism,and personal traits.Through the questionnaire survey of the current situation of the ability and quality of primary and secondary school supervision in Fujian Province,the results show that the overall situation is good,and there is a lot of room for improvement in ’ assessment and monitoring knowledge ’,’ written expression ability ’,’ courage to take responsibility ’,’ innovative spirit ’and so on.In view of the above problems,guided by the theory of competency-based management,at the organizational level,it is necessary to establish a competency discovery mechanism,improve the competency optimization mechanism,improve the competency incentive mechanism and improve the competency evaluation mechanism;based on the theory of self-directed learning,for the individual level,it is necessary to strengthen role cognition,strengthen learning motivation,develop research supervision and enrich self-study resources. |
