With the promotion of the government's evaluation of social organizations,the number of third-party evaluation organizations has continued to increase,and the scale of the evaluation has also expanded.In the evaluation work,the government purchases the service,commission an independent third-party to participate in social evaluation survey about social organizations to participate in the evaluation,and hired social workers with experience to assess social organizations.This way of evaluation was the government's innovation in the supervision of social organization services.It effectively guaranteed the service quality of the project,and raised the ability of management and mobilization of social organizations and improved the efficiency of government work.However,since the current third-party evaluation in our country is still at an early stage,it faces many problems in the process of practice,which seriously restrict the development of social work assessment.Therefore,the study of the third party evaluation from the perspective of project implementers is of vital importance for improving the third party evaluation mechanism and the professional development of social organizations.In this article,the author took the young children's mental health project of Organization L as an example and analysed of the entire process of the third-party evaluation of the project,which includes the preliminary,medium and late stage of the project evaluation,the main action of the project implementation party in response to the third-party evaluation,and causes of action and behavioral dilemmas.Through field interviews and follow-up interviews with six project members of the project implementing agencies,we collected a large number of first-hand information,and thoroughly analyzed the work contents of the evaluation parties and the implementing parties and the factors behind the actions of the project implementers,and put forward some suggestions for further development.The study found that in the early stage of project evaluation,the action logic of the project executive is summarized as accepted,fabricated;the motivation for this phase can be explained by experience of motivation theory.In the middle of the project evaluation,the action logic of the project executive is summarized as negation,fabrication,and the corresponding explanation is the theory of professional motivation which is coping motivation.In the late stage of project evaluation,the action logic of the project executive is summarized as compensation and query,and the motivation of this stage is feedback motivation theory.This is the result of both external and internal factors.The external factors include the government,policy and the lack of the third-party supervision,and the internal factors include the lack of professional evaluation,professional value of social work,and so on.In the evaluation process,the professional dilemma of the project executive includes passive participation,formalism,lack of integrity and human fraud.Therefore,it is important to start from the government,assessment agencies,social service organizations,service object,employers,and to strengthen the system construction and construction ability,and to construct the localization third-party evaluation system.Only in this way,can we really promote the professional development of the third-party evaluation,making the third-party evaluation a truly effective promoter of the government's efforts to improve social governance and social service innovation.
