A Third-party Evaluation Study Of Social Work Service Program

As one of the innovative ways of social governance,the government purchase of social services has played an important role in solving social problems and meeting the needs of the people,and social work has risen rapidly in the field of government procurement of social services with its unique work concepts and methods.The government’s purchase of social work services is increasing,and the scope of services is expanding.But how to ensure the quality and efficiency of social work service projects purchased by the government?Evaluation plays a very important role in motivating and restraining,and has also become an important basis for government purchases of services.Third-party assessments are increasingly recognized by society because of their ability to maintain a neutral and objective position independent of governments and service agencies,and have the authority of an expert system.However,third-party institutions also face many difficulties and problems in the process of evaluating social work service projects,based on which this paper has carried out certain explorations and research.This paper takes the evaluation of X project by the Social workers Association of S city as an example,adopts literature method,interview method and case analysis method to elaborate the basic situation of THE social workers Association of S City and the social work it undertakes to serve,and introduces in detail the whole process of the evaluation of X project by the Social workers Association of S City.Based on the ecosystem theory and CIPP theory,it is found that there are some problems in the practice of third-party evaluation,such as formalization of process evaluation,inadequate on-site evaluation,inobjective evaluation of participants and lack of practicability of evaluation report.Through literature research and evaluation practice,it is found that the reasons for these problems are that the third-party evaluation institutions are not mature enough,their professionalism is not high,and they ignore evaluation ethics in the evaluation process.Lack of sound corresponding evaluation communication mechanism,other evaluation subjects due to different interests,lack of support for third-party evaluation institutions;The society lacks the legal guarantee and the evaluation culture.Ecosystem theory emphasizes that human behavior is closely related to the social environment,and the assessment behavior of third-party institutions is also inseparable from the impact of the social environment.Therefore,in order to solve the problems existing in third-party evaluation,it is necessary to comprehensively look at the relevant systems of third-party evaluation,link them,and improve them from a micro-meso-macro perspective.From a micro perspective,it is necessary to strengthen the professional ability of third-party evaluation institutions and maintain their independence;from a mesoscopic point of view,third-party evaluation agencies need to improve their communication channels with other assessment subjects;from a macro perspective,society needs to accelerate the construction of the assessment rule of law,cultivate and evaluate local cultures and strengthen social work evaluation ethics.
