Can researchers get paid for engaging in research activities? According to existing research policy of China,except for temporary staffs(graduates and temporary workers),staffs in the establishment(in-system)cannot get paid from research funding.This kind of research policy that disregards the research laboring value arouses the questions from theoretical circle and research groups,which is even considered as the system trap that results in frequent research funding corruption.Based on the vertical projects which are funded by the relevant government departments in colleges and universities as the main research object,the human resource accounting theory as the main research methods,through the university scientific research personnel which engaged in vertical projects human resource costs expended metering,find the problems in current scientific research management,for research funding reform are put forward the proposal.In this paper,we study that the work of scientific research is an Advanced intellectual activity of high cost of human resources,and it can create value.Vertical projects are funded by the relevant government departments,can produce a certain social influence.Under such a premise,longitudinal research projects are often faced with the tight schedule,the task is heavy pressure,which the researchers caused great pressure,usually under the condition of scientific research personnel in universities will choose to work overtime to complete,to pay more time and effort.It is necessary to confirm and measure the cost of scientific research personnel to pay for the scientific research personnel,so that it can be effective to compensate the labor value of scientific research personnel.Therefore,this paper in reference to the British and American the method of measurement and research human resource costs,combined with China's actual situation of university research,and with the help of the theory of human resource accounting value measurement of intellectual labor and knowledge value measurement methods,constructed human resources cost measurement model in colleges and universities.At the same time,current research funding for the problem of human resources management in the cost of inadequate compensation,and proposed to abolish the system of management of scientific research funds of the labor costs extracted object limit,to improve labor extraction ratio,also need to further improve the scientific research funds management system,especially the budget management and supervision and management system,and also to improve the financial system,promote the reform of the salary of scientific research personnel in universities.
