The performance evaluation of higher education emerged in the 1980s,which is the western developed countries' reformation measures under the condition of the limited education resources.As China's higher education are from mass towards popularize stage,its characteristics and problems are similar to last century's development of higher education in western countries.Therefore,it's necessary for our country to draw lessons from foreign counties and explore the suitable model of performance evaluation of higher education.So far the performance evaluation of western counties' higher education has comparatively perfect.Among them,the United States has practiced the performance evaluation of higher education for a longer time.Since from 1979 Tennessee implemented a performance funding project based on the achievement information of university to now,thirty years have passed.During this time,almost every states has explored and improved the model of performance evaluation.From the early performance assessment to the later comparatively perfect performance reporting and performance funding(budgeting),each model has its distinctive characteristics and the inevitable problems.This paper uses the literature analysis and comparative analysis and starts form the theoretical foundation of the performance evaluation of higher education in the United States;then outlines the background and several main models of performance evaluation;after that discuss the performance reporting and performance funding's process of design and implementation and its characteristics and problems;at last Summarizes the revelation to our country from the perspective of guarantee mechanism and operating mechanism.The conclusion of the study includes that the implementation of the performance evaluation can use different forms,scientific and reasonable performance indicators is the key to the implementation of the performance evaluation and the establishment of the performance evaluation system needs a gradual process.
