| The transformation of old industrial bases has been a global problem since ancient times.From the perspective of developed countries such as Europe and the United States,their traditional industries have also experienced a historical process from prosperity to recession and then to revitalization again.As a "rust belt" region that successfully completed economic transformation and industrial upgrading in the 1990 s,its successful experience has been used for reference by other countries.Although China and the United States have many differences in system,system,and technology,they have extensive similarities in terms of the generality of the old industrial base issue.Therefore,studying the development process of the revival of the "rust belt" in the United States is of great significance to the revitalization of the old industrial base in Northeast China.In the context of economic globalization,technological innovation has been placed in a prominent position.While scientific and technological innovation is getting more and more attention,higher education,which is known as the "birthplace" of scientific and technological innovation,has also attracted widespread attention from all walks of life.The role of higher education in economic development has become more and more prominent,and has gradually become a hot topic of research by experts and scholars in recent years.Among the countries in the world,higher education in the United States is very developed,and higher education has played a prominent role in helping local economic development,making it a good reference and example for other countries.Especially in the process of using higher education to boost the economic revival of the rust belt,the efforts made by the field of higher education to the development of the revival of the "rust belt" in the United States cannot be ignored.This study takes the new economic growth theory as the theoretical basis for framing the interactive relationship between higher education and the revitalization of old industrial bases,and then uses a combination of literature method and historical research method to analyze the revitalization path and motives of the "rust belt" in the United States.In order,the revitalization of the "rust belt" in the United States is divided into four stages,from rise,prosperity,decline,to successful transformation.Taking the development of American higher education as the starting point,combined with the US higher education policy legislation and higher education structure during this period.Taking the transformation and the transformation of university functions as the theoretical basis and practical basis,it analyzes the efforts made by American higher education to revitalize the old industrial base at different stages.Relying on the triple helix theory,it explores the relationship between the government,enterprises,and universities,and how they balance and promote each other in the revitalization of old industrial bases,including changing the goals of talent training to meet the needs of the market and guiding university research.Cooperate with enterprises to promote the combination of "production,education and research" and improve the transformation rate of scientific and technological achievements;provide technical talents for the revitalization of the "rust belt" of the United States,provide technical support for industrial research,optimize the allocation structure of higher education funds,promote the transformation and upgrading of industrial structure,and promote The talent training structure is in line with the needs of economic development.Finally,a comparative research method is used to analyze the similarities between the old industrial bases in the United States and China,and try to learn from the successful experience of the revival of the "rust belt" in the United States,in order to help the higher education under the current socialist market economy system in my country to promote the Northeast.The revitalization of old industrial bases provides inspiration and reference. |
