The concept of "government purchase of educational services" was first introduced into the State Council's "Opinions on Current Development of Pre-primary Education" in 2010,which attracted social concern and led to the exploration of the government's policy of purchasing educational services.Pre-school education as a child's starting point for education,the growth of children plays a vital role.Since the reform and opening up,the popularity of pre-school education is getting higher and higher,but with the national education system in other higher education,secondary vocational education,primary education,is still relatively weak links in the development process highlights a lot of problems,Such as the lack of quality pre-school education resources,the uneven development of urban and rural areas,the quality of education is uneven,the overall quality of teachers is not high,education and supervision system is not perfect,"admission difficult" "admission" Difficult "" into the park more expensive "has become a lot of places to develop pre-school education is facing real problems.How to develop pre-school education has become the focus of attention to the times and the community,and gradually popularize pre-school education to become the consensus of the whole society and a beautiful Chinese dream.In this paper,from the perspective of government procurement of public services,the author of Weifang City as the research sample,based on the development of the Shandong provincial government public welfare and Pratt & Whitney pre-school education goals,since 2011,Weifang City has developed two Pre-school education three-year action plan,at the same time to introduce the relevant domestic and foreign policy documents and practice for reference,the use of literature,interviews,questionnaires and other research methods,focusing on pre-school education from the supply point of view,On the basis of a comprehensive and accurate grasp of the core concepts and theoretical basis of the government to purchase pre-school education services,a comprehensive understanding of the current status of pre-school education services,and can analyze the current barriers to the development of pre-school education in Weifang City,the problem And difficult,and accordingly on the Weifang municipal government to buy pre-school education services feasibility and necessity to demonstrate,so targeted to make some available form of purchase recommendations.Hoping to contribute to the government's policy formulation and improvement of pre-primary education services and contribute to its own strength.
