Study On Procurement Performance Measurement And Whole Life Cycle Management Of Medical Apparatuses In College Laboratories

With the rapid development of education in China,the investing to teaching apparatuses are rising gradually in colleges.By the quantity of apparatuses procurement increases,the scientificity,rationality and efficiency of the purchase becomes very important.Especially in medical colleges,its affiliated hospitals not only undertake the tasks of teaching and scientific research,but also undertake the tasks of social medical services.In medical colleges,their laboratories have a lot of medical apparatuses,which have the characteristics of high cost and quick update,and their procurement performance measurement is more important.However,the research on procurement performance measurement for medical apparatuses is still in theoretical and policy degree,lack of systematicness.Most purchase decisions are lack of scientific basis,and the misleading of individual subjective factors happens occasionally.The apparatuses management after purchase has the common problem of backward,poor timeliness and systematicness.Due to these reasons,the major research and academic contributions of thesis are as follows:1.This thesis proposes an indicator system of laboratory medical apparatuses procurement performance measurement system for colleges.Many mature apparatuses procurement performance measurement systems of medical colleges and hospitals are referenced.By analyzed the actual situation of Xi ’An Medical College,and applied the method of expert consultation,the eight primary indicators are determined,which include apparatuses bidders products quotation,apparatuses technical indicators,quality of service,apparatuses bidders credit conditions,apparatuses bidding business enterprise qualification,innovation capability,apparatuses bidders competitive capability,and apparatuses bidders financial status.The corresponding secondaryindicators of each primary indicator are also determined.And all of the indicators are explained in detail.2.This thesis establishes a fuzzy mathematical model and calculation method for bid measurement and picketage.Fuzzy measurement method was introduced to medical apparatuses procurement bid measurement,by analyzing the deficiency of current bid measurement and picketage,a fuzzy mathematics model is set up,the bid measurement and picketage calculation method is determined.The fuzzy measurement method is more scientific and fair in bidding measurement,it makes the medical apparatuses procurement performance measurement more perfect,scientific,and transparent3.The medical apparatuses procurement and whole life cycle management system is designed according to the actual situation.The author put forward the integration solutions of laboratory medical apparatuses procurement and whole life cycle management system,and developed the laboratory medical apparatuses procurement performance measurement system and the whole life cycle management system,then integrated them as one.Through the system,the assessment of the college medical apparatuses procurement is optimized with more scientific and reasonable,and the management of the apparatuses maintenance,circulation,inventory,efficiency is more scientific.
