With the development of economic globalization,the internationalization ofuniversity has become an important trend of the development of higher education. Inthe knowledge economy,the development of university around the world are facedwith new challenges and tasks. Universities have to comply with the historical trendand keep up with the pace of internationalization in order to stand firm in the tide ofinternationalization. It is necessary for both university’s construction and nationaltechnology innovation. Governments have paid much more attention on theinternationalization of university.The internationalization of university is also an important issue of thedevelopment of China’s higher education. For historical reasons,the development ofmodern university started late. Although the government has paid much moreattention on the development of higher education and has achieved good results inthe internationalization of university, it is very poor in teaching staff andmanagement system and the internationalization level is far behind developedcountries. It will hinder the reformation and development of higher education ofChina. In order to promote the development of higher education in our country andfind a suitable way to the internationalization of university of China, It is necessaryto explore the internationalization level and strategy of university in our country.Firstly, the paper analyzes the current situation of the internationalization ofuniversity in China. Introduce the development course and situation of theinternationalization of university in detail. Secondly, elaborate the developmentsituation of internationalization of university in America, England and Japan tosummary advanced experience for the internationalization of university in China.Thirdly, construct the fuzzy comprehensive evaluation model of internationalizationof university and measure the level of internationalization of Harbin EngineeringUniversity based on the research above, and then point out the relative problems.Finally, put forward countermeasures to enhance the level of the internationalizationof Harbin Engineering University.
