No.46 Document of the State Council pointed out that the development of sports cause and industry is the inevitable requirement of enhancing the physical quality and health level of Chinese nation and it is good for meeting people's diversified needs of sports.Although Chinese sports industry is developing rapidly,the total scale is not big,the vitality is not strong and there is some system problems in some ways.In order to carry out the spirit of No.46 Document of the State Council,General Administration of Sport made “Development Planning of Snow Sport(2016-2025)”,which showed that the development of snow sport is able to satisfy people' needs of sports culture,furthermore,it is significant to build both healthy China and powerful sports country.Over 50 million people will take part in snow sport directly and ‘lead 300 million people to participate snow sport' in 2025.To guarantee the achievement of this goal,the related national department worked out “The Construction Planning of National Ice and Snow Site Facilities(2016-2022)” In the same year,including General Administration of Sport,National Development and Reform Commission,there were 23 ministries and commissions formulated “The Plan of the Masses' Winter Sports Popularization(2016-2020)” cooperatively to further the project.Therefore,researching the audiences' behaviors about watching games on the spot of the 13 th Countrywide Winter Games,exploring the influence factor of watching games on the spot,learning the audiences' needs for snow sport and putting forward effective countermeasures and suggestions can help to provide reference for holding winter games.Furthermore,the research is able to promote popularization of snow sport in Xinjiang Uygur Autonomous Region even throughout the country,which can make competitive sports drive the development of popular sports.This paper USES the questionnaire survey,literature data method,mathematical statistics,etc,on the 13 th national winter games spectators' conduct investigation and study,from the survey data analysis,the following conclusions:(1)the thirteenth session of the national force of a live audience present more balanced,the han nationality,in the majority of middle-aged and young men and women and is given priority to with high-cultural population.(2)of a live audience watching motivation is clear,access to information,tickets and expect obvious trait of ticket price and service,etc.(3)most of the audience have attend the experience,and the present time is inconsistent with the effective radius of operation theory.(4)the spectators' quality and the degree of understanding of the rules have obvious differences,civilization watching consciousness is stronger.(5)the traffic inconvenience,spare time restriction are the important factors that affect the audience less than attending matches.(6)the audience on the opponent's overall satisfaction is higher.In view of the above survey results put forward the following Suggestions:(1)according to the situation of Xinjiang local adjust measures to local conditions,using a variety of language promotion this force,attracting minority attending matches.(2)through different ways of promoting the audience viewing behavior.(3)making diversified souvenirs propaganda force concept.(4)the promotion of recreational sports concept,promote lifestyle changes,let more people into the stadium,cheerful body and mind.(5)improve viewing guarantee system,improving service quality.(6)to force as an opportunity to promote Xinjiang's ice and snow sports,attract outside Xinjiang people.
