Study On The Rule Of Law In Amateur Football

In 2015 the "overall plan" and "2016 Chinese football reform and long-term development planning to launch China football 2016-2050",brought the strongest in the history of football and football reform,construction of the rule of law made the request.To carry out a wide range of amateur football in the private sector,has a huge number of participants,in recent years in the country through continuous development,has formed a relatively large scale,to enrich the amateur life,promote the healthy life of the people,made an important contribution.But with the vigorous pace of development,variety is not conducive to the development of amateur football problems began to emerge,such as stadium violence,related to the subject of lack of supervision,imperfect laws and regulations,the emergence of these problems of amateur football in various regions of the healthy development of the block effect.This paper is based on the background of football reform and governing the country according to law,starting from the perspective of law,taking Changzhi city as an example,discusses the existing Changzhi amateur football development is not conducive to the amateur football law environment construction,and analyzes the reasons,and on the basis of other regions at home and abroad experience,provide feasible suggestions for environmental law improve the Changzhi amateur football fan in Changzhi City,so as to promote the healthy development of amateur football in the law,the implementation of power of Chinese football reform.This study through the use of logical analysis,literature method,interview method,observation method,case analysis and other research methods,starting from the macro and micro perspective,taking Changzhi city as an example,on the current status of amateur football legal environment of the collation and analysis,and the existing legal environment in the construction of issues in-depth discussion and analysis.In this paper,the following conclusions are drawn:(1)lack of regulation and enforceability of relevant laws and regulations,lack of specialized legislation of football;(2)the arbitration dispute settlement mechanism of Football Arbitration has not been established;(3)the lack of academic research;(4)regional development is uneven;(5)the composition of the Football Association of Changzhi does not meet the requirements of the state,the association lacks a democratic mechanism,abuses of power and lack of supervision over the exercise of power;(6)Changzhi City Amateur Football Club profit management content and product quality in the standard and the lack of supervision of the state,which can provide the service of football can not guarantee the quality of products,the potential risks of the rights and interests of consumers;(7)the amateur football league in Changzhi to carry out the process,Changzhi Football Association does not exist as the status quo,existing laws and regulations to protect the weak,folk League organizers Changzhi folk Football League lack of legal status,lack of laws and regulations for the protection and support of the Changzhi city folk league;(8)the rule consciousness and sense of compliance of participants in Changzhi amateur football team are weak,and the incidence oflanguage violence and behavior violence is higher.The following suggestions are given:(1)improve football legislation and realize the rule of law;(2)the establishment of Football Football Arbitration System to resolve disputes;(3)strengthen the relevant academic research on the amateur football law environment;(4)to study area the degree of legalization of football is higher,drawing on the experience of their development;(5)the reform of Changzhi Football Association;(6)constructing football service certification system and market access system;(7)to create the corresponding laws and regulations standard League development and dispute resolution mechanism;(8)to strengthen the rules of football popularization and fair competition promotion.
