Research On The Budget Management Of The University Scientific Research Project Funds

In this present world,only innovations can create the development.Our government has always been extremely supported the innovation careers and invested a lot of money on scientific research.And universities as an important research subject have made a long-term and effective contribution to the vigorous development of the China's scientific development.To achieve the best input-output benefits,universities needs to make a scientific plan and distribution on the expense of scientific research project funs,which is been called the budget management.But because of its characteristics of complexity,subjectivity,uncertainty,predictability and so on,which leads to the existing university research project budget management model has been unable to meet the real needs.So,on the basis of the present problems,this article wants to propose a budget management model which is more flexible and more in line with scientific research by referring papers and comminute with the researchers through the means of technology.Firstly,the paper introduces some concepts about the budget management of scientific research project funs,including the meaning and content of scientific research project funds and the budget management.Then it expresses the catachrestic from four aspects of systematic,complex,subjective and predictive,and it takes the performance evaluation theory and the comprehensive budget theory as the theoretical basis for the full text.Secondly,the paper analyses the influences on budget management of the scientific research project funds from the political and legal environment,social and cultural environment,economic environment,science and technology environment of these four aspects.Followed by the direction of the organizational system and the responsibilities of various departments under the exited management mode,it describes the current situation from the circuit which is constituted of the project declaration,the preparation of audit,implementation of adjustment,supervision and control,assessment and evaluation.Thirdly,this paper discusses the related problems from the aspects of concept,system and process on based of the use of literature research,case study and field investigation.Finally,in this paper,the existing management model shows the differences in the understanding of the organizational system set unscientific,rough budgeting,the implementation of deviation,lack of assessment and other issues one by one to make suggestions for improvement,such as strengthening the concept of awareness to build a matrix system management system,content,flexible adjustment system,improve the dynamic control system,the establishment of internal audit supervision mode.On the basis of this research,we hope to optimize the existing budget management model of N scientific research projects,and explore the new model to construct the research results to respect the fruits of scientific research personnel,which will help the school to improve scientific research and management ability,to build the core competitiveness of scientific research,to promote its better and faster to achieve a comprehensive and stable development of the common goal of development.
