Research On Risk Management Of The Scientific Research Project Funds Management Of D University

With the increasing amount of research funding, the risk in managing themare becoming increasingly event. This problem claims our undivided attention indistribution and administration of research project outlay. Meanwhile, thecontrolling and supervision degree in management those funding has beenstrengthened by related department of our state. Standardized administration canimprove the efficiency of research funding in higher education institution of ourcountry. It can also provide theoretical and practical value to control and avoidthe risk, which may exist in funding management.Firstly, a comprehensive analysis of the status quo and managementmechanism of scientific research funds of D university, and analyzed the existentproblems of funds management in many aspects. After defining the risk factoridentification of scientific research funds, the risk factor was analyzed andidentified in two main aspects external environment and internal control. It wasjudged that the risk came from national policy, funding management system,management process, information communication and risk awareness, personnelquality and project contract etc. then the risk was assessed and target system offunding risk was put forward.Due to the risk of scientific research project funds, the main ideas of riskcontrol has been proposed combining the experience of domestic and foreignscientific research project funds management. Based on the in-depthunderstanding and analysis the problems of research project funds managementand its reasons of D university, the appropriate mechanism of informationcommunication, budget management, the cost accounting and supervision hasbeen proposed for the whole process of the application, usage and supervision ofscientific research project funds, at the same time, measures andrecommendations of management and risk reduction of scientific research projectfunds have been proposed.
