As an important part of service trade,educational service trade has developed rapidly in recent years,and has become an important field of international trade competition.In the four modes of education service trade,the service trade of foreign consumer education is far more than the other three in the scale and level,which has become the main way to provide educational services trade.Overseas consumption refers to the territory of a member of the service providers to provide services from other members of the service consumers,this service is to serve the needs of recipients to enter into another member country to receive the service,such as providing medical services for foreign patients,to recruit foreign workers and visitors to foreign tourists.Provide services such as tourism consumption.In education,mainly refers to a country or area of citizens to another country or region to study abroad for further study and input countries to accept students from abroad.This paper analyzes the current situation of international students in the higher education service trade,and points out the existing problems and deficiencies,and puts forward some countermeasures and suggestions.This paper is divided into five parts to study the development potential of overseas consumption export of higher education in Xinjiangthe development potential of overseas consumption export of higher education in Xinjiang.The first part is introduction.Firstly,it analyzes the background and significance of the development of higher education consumption abroad.Economic globalization has promoted the development of the world higher education consumption abroad,Chinese higher education consumption abroad continues to expand,"Silk Road Economic Belt initiative and service in Xinjiang and Central Asia to expand cooperation in education," 13 th Five-Year "Xinjiang education development plan,the research of Xinjiang higher education consumption abroad in these favorable background that is of great practical significance,can provide a new development strategy for Xinjiang higher education consumption abroad,can create direct economic benefits,but also can improve the cultural soft power of Xinjiang,but also for the minority underdeveloped areas to promote higher education consumption abroad development reference.Secondly,the related domestic and foreign research literature review,related research were mainly focused on the following aspects: the theory of higher education consumption abroad;researchChinese higher education consumption abroad;related research of Xinjiang higher education consumption abroad,and then reviewed the results of these studies.Thirdly,the paper explains the applicability of the theory to the development of higher education consumption abroad,including the theory of comparative advantage,the theory of factor endowment and the theory of national competitive advantage.Finally,this paper points out the research methods and ideas,innovation and inadequacies.The second part analyzes the current situation of the development of Xinjiang higher education consumption abroad.First of Xinjiang higher education consumption abroad export scale analysis,we found that foreign consumption of Xinjiang higher education presents deficit;expanding the scale of export,to maintain growth of Xinjiang students overall;Xinjiang students accounted for the low proportion of the number of foreign students,the overall size of the smaller,compared with the developed provinces gap.Secondly,analysis of the Xinjiang higher education consumption abroad direction from the continent,students from Asia to students as the main body of Xinjiang,Xinjiang African students showed relatively rapid upward trend,Europe,America and Oceania accounted for relatively slow growth.From the national point of view,Xinjiang students to become more extensive than before,but from the number of mainly from Central Asian countries.Again,analysis of the Xinjiang higher education consumption abroad from foreign export structure,cost structure,the proportion of foreign students at their own expense,scholarship students less;students from the hierarchical structure,to Xinjiang students in non degree students;non degree students in language students;degree students in undergraduate students,Master Doctor of high degree,relatively small;from the analysis of the category structure subject to Xinjiang students subject category structure improved significantly,from single subject to multi subject category structure change,but there are still problems to be further improved.Again,the Xinjiang higher education consumption abroad service provider structure are analyzed and found acceptable in the number of students is relatively small,relatively low level,the advantage characteristics are not prominent problems.Finally,this paper analyzes the characteristics of the students in central asia.The third part makes a Macro environment analysis on the development of Xinjiang's higher education consumption abroad.In the aspect of advantage,it has the advantage of geography,language and culture,the low cost of studying abroad and the advantages of therapid development of higher education in Xinjiang.The disadvantage of higher education,lack of funding,lack of discipline construction,characteristics of overseas education related policy system is not perfect,university teachers team construction problems,Xinjiang University publicity and education and degree of international recognition etc..Facing the opportunity of the implementation of the "Silk Road Economic Zone" initiative,the economic development of the Central Asian countries and the implementation of the national strategy,Xinjiang and the Central Asian countries to deepen economic and trade cooperation,etc..The challenge is the competition between the developed countries and the domestic elite schools,the unsafe factors that affect the study abroad,the instability of the main export markets and so on.The fourth part analyzes the development potential of Xinjiang's higher education consumption abroad.First of all,the paper makes a detailed introduction to the theory of push and pull,and introduces the application of push pull theory in the analysis of the development potential of higher education consumption abroad.Then,the paper analyzes the potential of Xinjiang to develop higher education consumption abroad.Finally,based on the AHP decision analysis method and fuzzy comprehensive analysis method from the aspects of Pulling Factors of higher education in Xinjiang,the attractiveness of studying abroad was evaluated and found the main exports of Xinjiang higher education consumption abroad trade country for its own reasons,foreign students on their output has a huge thrust;and Xinjiang because of its geography,politics,culture and economy the advantages,has great appeal to them.Therefore,the development potential of Xinjiang higher education consumption abroad.In terms of factors affecting Xinjiang to study,the cost of studying abroad and the strength of the University occupies an important position.The fifth part is the countermeasures and suggestions of Xinjiang higher education consumption abroad development on the one hand,from the central and local government levels put forward to promote the development of Xinjiang education countermeasures and suggestions of students,expanding education service cooperation,the establishment of international mutual recognition of academic degrees system;increasing investment in higher education;perfecting overseas education related policies and systems.On the other hand,from the Xinjiang university level put forward some countermeasures to promote the development of education students: to improve education quality,enhance thecompetitiveness of colleges and universities;use of its own advantages,accelerate the development of special disciplines;management mode innovation,construct the internationalization of education management and service system;strengthen the construction of teachers of colleges and universities,to improve the quality of teachers colleges and universities;strengthen the propaganda,expand the the recruitment channels etc.
