The quality of higher education strategies would directly influence the young and the future of the whole society. In theory, there are few monographs discussing the system and the process of the higher education strategies in China as a relative independent system. And considering this point, this paper will make a systematic research on this subject so that we can get some theories for support and reference for the healthy development of our national higher education.Using the Marxism as its methodology, this paper analyze the evolutive relationship of the system and the process of the macro strategies of the higher education through the contradictory development of between the productivity and production relationship, the economic base and the superstructure, and explain the system and the process of the macro strategies of the higher education under the integral constraints of the social economic structure developed in the history, then test the effect of the system and the process of the macro strategies of the higher education through the practice of the social development.The second chapter in this paper analyzes the basic concepts, basic theories in the decision making and the macro strategies of the higher education. The third chapter analyzes the system and the process of U.S., U.K., Japan and France. Their main characteristics are: first, the guidance idea of the macro strategies is under the direction of the market, with the aim to upgrade their national ability of competition and the living quality of the people; second, the setup of the macro strategies institution is scientific with its rigorous procedure; third, making decisions by law, managing the higher education by legislation; fourth, democratized decision making process with broad participations, usually through the hearing of education; fifth, bringing the macro strategies of the higher education into the macro strategies of the nation, the government carries out its educational guidelines through the outlay allocation mechanism of the higher education; sixth, finding out the new point of balance between centralization and decentralization based on the development of the environment. The above experience of development would be of important valuable use for reference for our nation.The fourth chapter of this paper analyzes the macro strategy system of our national higher education, and then sums up and gets a conclusion of the problems existing in thesystem, i.e. non-systemized decision making, experienced decision making, powered decision making, planned decision, to provide some research reference for the macro strategy of the higher education alternation. The fifth chapter of this paper analyzes the process and cases of the macro strategies of the current higher education in China, then gets a conclusion of the different characteristics, experience and lessons of different history periods, and points out that there are a close relationship between the macro strategy of the higher education and the development of politics and transformation of economics, mainly the decision making process should assist and adapt to the needs of the systematic development of our national politics and economics. The end of this paper makes up a integral frame for the macro strategy analysis of the higher education to facilitate the decision makers and the researchers to get a broader conception of the review and development of the educational strategies, and it also sets forth four tends of our national macro strategies of the higher education, i.e. scientization, democratization, nomocracition and decentralization.
