In recent years,“Internet + education” has become the future development trend of the education sector,with the rapid development of the “Internet +”.This is an urgent new requirement for teachers' competency,that is to further enhance the information instruction design competency.In order to promote the process of education information,The Chinese government and relevant departments have invested a lot of manpower,material and financial resources.However,due to the background of “Internet +”,there has been a number of teaching models,including “future class”,”wisdom classroom” and “flip classroom”.In this paper,the status quo and the strategy of the information instruction design competency of primary and secondary school teachers are studied.First of all,this paper based on the "Internet + education" new background,clear that it is a significant turning point of the new opportunity,and clarify that it is put forward some new requirements to primary and secondary school teachers.Secondly,on the basis of the theoretical achievements of teachers' the information instruction design competency at home and abroad,this paper discusses the information instruction design competency on new background of “Internet +”,including constituent elements,structure and the difference between the information instruction design competency and traditional educational design competency.in-depth understanding of theThirdly,through the investigation and analysis and questionnaire,this article presents the status quo of primary and secondary school teachers' the information instruction design competency in the area.That is,the primary and secondary school teachers in the region have a better basic information literacy,and can have a certain awareness and ability to use information technology means of teaching analysis,but there is still much room for improvement for information teaching design competency and information teaching evaluation ability.And then through further analysis of questionnaire data and interviews,summed up the impact of teacher ability to enhance the main factors,including teachers' individual background factors(educational background,teaching age,subject),teachers' subjective factor(attitude,knowledge),External factors(training,assessment mechanism,hardware and software configuration,student feedback,etc.).Finally,this paper puts forward some reasonable countermeasures on how to improve the information design ability of primary and secondary school teachers,and points out that the following three measures should be taken: optimizing the external environment for enhancing the competency;Improving the system of teacher training;Making use of teachers' subjective role.With the continuous development of “Internet +”,the information instruction design competency will be paid more and more attention by educators.There is still a lot of research on the design of information teaching competency of primary and secondary school teachers,hoping that the research in this field can get more The researcher's attention.
