With the rapid development of information technology, information technology education is becoming more and more attention.In the expansion of information education, accelerate the process of education informationization, people more and more strongly felt information technology teachers in the information technology education activity occupies an important position, is information technology teachers’ information technology culture heritage and the cultivation of information literacy, information technology teachers at the same time also is the school education informatization.The continuous development of human resources system deepening education field in China, education in the field of competency research gives the teacher competency to locate a wider meaning, teacher’s competency research has become the current management system is an important part in the study of education field.After a period of development, its research has gradually become used to the teachers’ development and practice of human resource management.Based on the competency of human resource management, building efficient and comprehensive competency model is a basic condition of the management of human resources functions, it can help education field to carry out the recruitment, selection, training, performance management and salary management, fundamentally improve the teachers’ professional core competitiveness.But through the review and practice for the current domestic and foreign research results in this paper, most of these studies focus on the present review, theoretical analysis, build the model, and to teacher competency model of single dimension of related research were rare.Some scholars begin to pay close attention to the specific subject teachers’ competency model, now has a chemical and physical education teachers competency related research, but for information technology teachers’ competency related study also very few, to be carried out.In view of this, this study introduce the competency theory to the study of secondary school teachers’ professional development information, ideas combined with high school information technology teachers’ nature of work and its characteristics, use of competency model in human resources management, discusses high school information technology teachers’ competency of promotion strategy, hope for information technology education for hiring, training, performance evaluation, professional development for teachers to provide theoretical basis and method.In this study the competence research framework was established on the basis of related theory, this paper mainly divided into the following several major levels: 1, the research of this paper elaborates the background, purpose, significance, and introduces the main research contents and research methods;2, a retrospect of the research competence education field theory and the practice research, in-depth content and characteristics of teachers’ competence theory, combining with the specific features of the research object in this paper, build the essential theoretical foundation of the high school information technology teachers’ competence;3, in this paper, the key part, and through the investigation further statistical analysis of statistical data, it is concluded that the problems existing in the high school information technology teachers’ competence,, and put forward countermeasures and Suggestions of improve its competency.Through the questionnaire survey, found that the current high school information technology teachers’ competency excellence exist the following problems: one is the team structure is not reasonable;The second is multifarious work;Three is lack of professional knowledge;Four professional ability is an urgent need to improve;Five is a discipline marginalization;Six is job burnout.According to the survey and analysis of related literature, the cause of the problem above there are external factors including the social environment and school environment, as well as internal factors including teacher training research time is limited, professional knowledge update not in time, their own development drive, etc.Middle school information technology teachers’ competence to promoted to outstanding competence, we must correctly understand high school information technology teachers in the new period of excellence competency requirements, establish and improve the information technology education system, perfect the institutions, improve school’s emphasis on information technology teachers and identity, San Di Gao teachers specialization level, enhance the professional identity, four teachers should be based on classroom, efforts to improve class effect, five teachers should take an active part in all kinds of teaching and researching activities, carry out network teaching, six teachers should build up the consciousness of self development, completes the career planning, seven to play professional characteristics and lead the school informatization construction.These measures will make high school information technology teachers’ competency improved significantly, so as to promote the education informatization development by leaps and bounds.
