In 2009,the Obama administration officially launched the Race to the Top program,initiating an unprecedented wave of educational reform across the country.Teacher evaluation is an important part of providing better education for students and therefore has become one of the main concerns of the educational reform.The state of North Carolina responded to the reform positively.Based on a series of new targets for students' development as well as new ideas for teaching and educating,North Carolina has adopted a new evaluation system for primary and secondary school teachers which is named North Carolina Teacher Evaluation Process.With clear goals,scientific procedures,appropriate rubrics and various methods,the teacher evaluation system of North Carolina is democratic,transparent and highly operable.The developmental evaluation system for North Carolina primary and secondary school teachers takes professional development as the ultimate goal and attaches great significance to the construction of teachers' ethics.On the basis of the Framework for 21 st Century Learning and North Carolina Professional Teaching Standards,the state has established detailed and operable rubrics for teacher evaluation.Principals,peers and the teacher himself participate jointly in the process.By means of self-assessment,classroom observations and artifacts presentation,an objective appraisal will be conducted.The evaluation result determines the kind of professional development plan to be taken as well as the promotion of teachers' rank.The teacher evaluation system of North Carolina not only arouses the enthusiasm of teachers,but also expands the sources of collecting evidence,which guarantees the authenticity and accuracy of the evaluation.The thesis elaborates the North Carolina teacher evaluation system of elementary and secondary education thoroughly and systematically,and makes four suggestions for our country on the basis of analyzing current teacher evaluation status in China,including valuing evaluation process and teacher participation,formulating feasible rubrics,taking teacher professional development as the core,strengthening the building of teachers' ethics.
