In October 2015,the Fifth Plenary Session of the 18 th CPC Central Committee decided to implement a comprehensive two-child policy.This is the second child policy alone after another significant adjustment of family planning policy.However,the implementation of the policy so far,and did not receive the desired results.According to some scholarly research,the main reason is the fertility of raising children's life,education,health and other direct costs and because of the opportunity to take care of infants and young children,Having become obstacles to childbearing.The fertility of the fertility rate continues to play a role,fertility rise to a suitable level more and more difficult.Thus,the promotion of a modest level of fertility has become a problem that needs to be addressed.Based on this background,this paper unfolds the analysis of parenting costs and their determinants in order to find some support for solving this problem.This study uses the 2014 China family planning family to track the survey data,statistical analysis on the study of family rearing costs of children aged 0-5 years in Hebei province.First,the author makes a descriptive analysis of direct and indirect costs,in direct costs,food expenditure is the most important living expenses,the total expenditure of living increases first and then decreases with the age of the child.Education spending increases with the age of the child,and the difference between urban and rural areas is significant.Medical spending in rural children is more burdened.in indirect costs,one-third of children by the(outside)grandparents alone care.Followed by the accompanying time,the impact on the cost of raising is not small.Through the chi-square test,there is a significant difference between the direct cost and the indirect cost in the child's rearing costs,and the city is big and the rural.The linear regression statistical analysis method was used to test the influencing factors of life expenditure,education expenditure and medical expenses in the total cost and direct cost of raising children.It shows that the first point is that the total cost of raising children is significant in urban and rural areas,the total cost of urban one year is twice that of rural areas,and the total cost of urban children is higher in total household expenditure.The second point is that the overall trend in the total cost of children is on the rise,that is,the older the child is,the higher the total cost of the year,and the total cost of the five-year-old.The third point is that the number of sample points,the education level of the first household survey,the total annual income,whether the left child and the child's age,and so on,have a significant effect on the total cost of children.The only one of these five independent variables is the left-behind children.This variable has a negative effect on the total cost of children,and the rest is positive.Based on the above quantitative research,Suggestions are as follows,strengthen the grassroots organizations to guide the role of publicity,improve the social security system,increase the child health insurance system,strengthen the construction of basic education and improve the quality of children 's education,promote precision poverty alleviation and improve the ability of children to foster children in poor families.
