Since the system of cost-sharing in education has been established in the 1990s of last century, the education project in our country have made great progress. The total of the educational funds enlarges greatly and the scale of every stage expand sharply. The structure of educational investment changes deeply when the scale of educational investment of our country enlarges greatly. Educational expenses sharing mechanism clearly shows that individuals and families should burden more. The family educational expenses increase fast. The sharp increase of the family educational expenses in recently 10 years makes people's geat interest.There are also some problems in the proceeding of education project's fast development in our country, such as sustaining rising tuition and the difference in earning. Those problems are likely to cause bigger difference of chance in accepting education between the rich and the poor, especially higher education. Those problems have exerted a great influence on Chinese urban residents family educational expenses, what makes the poor who are not wealthy worse and worse in accumulating human capital.On the other hand, influenced by the policy of expanding the total consumption by the individual educational investment, every university enlarges the scale of recruit and rises tuition. There are some problems when the urban residents family educational expenses increase fast, It clearly shows that education expenses depresses the general increase of household other consumption.This paper contraposed those problems and utilized Panel Data economic measurement model to analyze Chinese urban residents'educational expenses behavior of various income lever and different districts from theoretical model. The demonstration result indicated, the capacity of educational expenses is different between the households whose income lever are high and whose income lever are low. The education price is so high that the educational expenses of households whose income lever are low have to keep in a low lever. The increase of education expenses of the households whose income lever are low and middling depress their other consumption much more than those whose income lever are high. The large increase of education expenses of urban residents occupies their other consumption more or less because at present the lever of all households income is not high in our country.
