Currently,English as an important part of college entrance examination system is facing a major reform.As a pilot area of Shanghai,Zhejiang and other places have begun to reform the college entrance examination,foreign language teaching focus on students acquire communicative competence and increase the students on the spoken language training,English language learning restore nature,it becomes increasingly important.National Middle School Students' English teaching objectives have specific requirements,particularly the need for students to master the ability to hear and verbal ability to use English to do the emphasis,but over the years in the test examination papers in English but did not highlight the students say communicative competence assessment content,the lack of management by objectives in English teaching program objectives and implementation.Target management is a management method of the US Drucker in 1954 proposed the introduction of school management,school management in many management methods and means,the target management has its unique and increasingly play and show its features and benefits.Target management has become an important measure of school development.Therefore,high school English test evaluation mechanism reform,a diversified examination system,the full study how to effectively deal with the nature of the target to manage conflict and high school English exam features English learning and propose effective solutions,to maximize exam baton role,to enhance the ability to use language school students,foreign language education is our urgent attention and solve problems.The purpose of this research topic is to change the current status of foreign language teaching can not meet the needs of society.Under the premise of teaching management by objectives,conflict of middle school English test function and learning the nature of the study,stressed the importance of management by objectives,and through the development of effective and Enforcement Program to ease conflicts and contradictions,and ultimately achieve exam reforms involved the application of language,language is inseparable from the interaction of teachers and students,the examination and evaluation should highlight the full three-dimensional dynamic deep appraisal system to promote English language learning is essentially the return to the true realization of common knowledge and to enhance the ability of high school students in English.Firstly,in order to test the guidance from our current situation and Misunderstandings of English teaching,analyzes the new situation at middle schools to adjust teaching English exam and the ongoing reform of college entrance examination in English,defined the current problems and misunderstandings in English teaching,proposed middle school English classroom management reform path should be teaching English through management by objectives approach,English teaching regression nature of language learning,improve teacher quality,to achieve the English exam and learning to resolve conflicts in the target management purposes.
