The employment of supplementary teachers has been a realistic and problematic issue in China’s fundamental education for a long period of time.Along with the ever-accelerating urbanization and the massive population relocation from rural areas to cities in recent years,the number of the children of school age in urban areas is increasing rapidly and there have been some new phenomena occurring to employing supplementary teachers.It was common for schools in mountain areas and rural areas,which were comparatively less developed,to hire supplementary teachers,but at present urban schools,even some outstanding ones,have begun to employ this sort of teachers as the new force in their teaching team.Therefore,supplementary teachers play a significant role at fundamental educational level in urban areas nowadays.But because of the lack of given supporting policies,the insufficient implement of relevant rules,the limitation of the local financial aid,and some other reasons,they are always marginalized at school and their status is embarrassing in fact.The most obvious problems that the supplementary teachers face include: their indeterminate identification,lower income,limited probability of becoming full members,insufficient social insurance,limited probability of becoming full members,lack of the standardization of employment and dismissal,and so on.To properly cope with these problems for supplementary teachers,which is the teachers’ urgent desire,will be really beneficial for the development of the quality and equality of education.It is also crucial for reinforcing the new type of urbanization and establishing the harmonious society in China.Through adopting research methods of literature review and field investigation,this present paper focuses on exploring the reasons for the issue on the employment of supplementary teachers and providing some relevant countermeasures based on studying the relevant policies and analyzing the current status of the sampled supplementary teachers.The suggested solutions to the problems are as following: optimizing supply of educational resources by overall planning the city urban development planning;persisting in managing education by law and safeguarding supplementary teachers’ rights and interests;admitting this type of teachers’ professional identities and involving them into the formal teacher administrative system;reforming the current establishment system and applying dynamic management;reinforcing the reform on educational personnel system and creating a new mechanism of teacher supplement;increasing the investment of the central and provincial governments so as to ensure the policies being carried out smoothly.
