Research On The Cooperation Mechanism Between Overseas NGOs And Government

With the rapid development of society and economy,the differentiation of social stratum is gradually increasing,now so many problems appears in China’s social management,such as the widening gap between the rich and poor,environmental destruction and disaster and so on,these problems have an important impact on China’s social development and economic restructuring.At present,China government authorities are seeking to achieve the all-round transformation and striving to achieve the transformation of government functions,which requires more NGOs to achieve the transformation of some administrative functions.Nowadays,the overseas NGOs are developing rapidly,and have more and more obvious impact on economy,politics,culture and society of China.With more and more frequent cooperation with the Chinese government,some problems that cannot be ignored began to appear,therefore,it is quite necessary to strengthen the management of the overseas NGOs and enhance the cooperation with the Chinese government.With the method of literature analysis and case analysis,this paper makes a literature review of the cooperation model between the NGOs and the Chinese government based on market failure theory,government failure theory and cooperative governance theory and so on,at the same time,the realistic causes of the cooperation between China and the overseas NGOs are revealed and discussed.In this paper,the cooperation process and the main activities of the overseas NGOs in China and Chinese government are introduced,and their cooperation modes are divided into three categories as follows:government support model and government delegation model as well as government purchase model.In addition,the present situation and existing problems of the three kind of modes are analyzed,at the same time,the causes of the problem of cooperation between NGOs and the Chinese government in China are revealed which is unscientific evaluation mechanism,inconsistent value goals between the two sides,NGOs Failure and so on.After in-depth analysis,the paper puts forward some suggestions to improve the cooperation mode between the NGOs in China and the Chinese government based on the design concept,three models operation mechanism,and other related aspects.
