Nongovernmental organizations (NGO) have been seen as juxtaposed with the government, the market's "third sector", but because of various subjective and objective reasons, it did not play their role in China, especially overseas NGO is still in the basis of the government to build mutual trust and good relations with China. At present, many research institutions and scholars for overseas NGO to build good relationship with the Chinese government to study the problem, but in the theoretical research and the practice of public administration still can't find a better way. Face of China's rising trend of social demand for public management products, how to build overseas NGO mutual trust and good relations with the Chinese government, which leads the NGO play a better role in the field of public management research has not reported.TZU CHI Foundation is in Taiwan, and even the international operation is very successful on both sides of the Taiwan public welfare NGO. Since 2008, with the cross-strait relations, as carried out Taiwan's TZU CHI Foundation business in mainland China, the mainland official is exception to legally within the territory of Taiwan, TZU CHI Foundation in the mainland "landing rights". It is no exaggeration to say, is currently the only by the TZU CHI Foundation has higher popularity in the world, the Taiwan authorities to fully support, and obtain the mainland for approval, to a large extent by people from all walks of life welcome nongovernmental organizations (NGO).So far, Taiwan's TZU CHI Foundation run successfully in Taiwan and Chinese mainland's society, is the only example.To explore the way of overseas NGO to build good relationship with the government, this study from the current situation of the activities of the NGO in China's mainland, the nongovernmental organizations (NGO) in dealing with the problem of official ties with China's mainland to carry on the summary, and to study the cause of these problems. On this basis, take the literature research and case analysis, in the middle of 2016 times further active in Chinese mainland's southwest Taiwan's TZU CHI Foundation related branches to the agency to carry out public welfare activities associated with the situation in Sichuan has carried on the investigation, study the experience of related in mainland China, to analyze it's in the practice of building a good relationship with the mainland, and then summarizes the ways to deal with the official ties with China's mainland, and overseas non-governmental organizations how to build good relationships with the government to present an opinion, in order to activities within the territory of mainland China and between NGO and government to build mutual trust. Through the TZU CHI Foundation research in Taiwan, this research to overseas NGO government to build good relations with China and debugging relationship has the following main results:1.
