With the gradual increase of environmental pollution in recent years,every winter most cities in northern China are frequently exposed to smog and greatly affect their work and life.The 18th National Congress of the CPC has integrated the construction of ecological civilization into the five-in-one and taken the protection of the environment as an important policy goal so as to promote the improvement of the well-being of the people.The most important factor for the development of the new century is that the accumulation and rapid promotion of qualified personnel and personnel are conducive to the prosperity and stability of the region.The massive outflow of human capital in Northeast China has led to the economic backwardness of the three northeast provinces and the policies adopted by the local governments Attracting talent has become a key part of the development of the region.The research on the existing literature finds that the bias of human mobility is affected by the level of local economic development,investment in science education,employment rate and wage level.However,this factor,which is influenced by the environmental level,does not pay enough attention.Through the employment analysis report shows that at this stage,university graduates tend to prefer cities with high environmental conditions and regard the regional environmental level as one of the factors in their career choices.The environmental conditions in the region have had a significant impact on the flow of talent.Through the research on the biased mechanism of talent flow through environmental regulation and the mechanism of its existence,what kind of environmental regulation policies should be adopted by the Chinese government and how to change the mode of economic development at the present stage?And how to formulate the next phase of the reform policy has important theoretical and practical significance.The theoretical research on the regulatory regulation of the flow of talent by environmental regulation is to bridge the wage gap by introducing excessive variables.Emphasis is placed on analyzing the effect of income effect on the flow of qualified personnel.The government's governance of environmental problems leads to the biased effect of pollution control on human capital influences.The effect of environmental regulation on the distribution of human capital is twofold.On the one hand,enterprises can increase investment in R&D or introduce newequipment and techniques to improve labor productivity,which has a positive effect on the accumulation of human capital.On the other hand,in order to reduce Production costs,to reduce labor wages or staff cuts caused by brain drain,reducing the accumulation of human capital in the region.The behavior adopted by the enterprises is the key to the regulatory mechanism analysis.What kind of response measures the enterprises take determines the flow of human capital,and puts forward the mechanism hypothesis that affects the bias of human capital by analyzing the comprehensive effect of environmental regulation.In this paper,the adjustment mechanism of environmental regulation on the mobility of talent flows is discussed with the average wage as the transmission variable.The panel data from 30 provincial capitals in 2003-2015 are analyzed respectively from the influence of environmental regulation on the average salary,the average wage on human capital Impact,environmental regulation on human capital from the perspective of three angles regression analysis.Build a threshold model of the bias of human capital against environmental regulation to analyze the impact of regulation intensity on human capital.The results show that the enhancement of environmental regulation reduces the wage level of workers and the decrease of wage level further makes the brain drain and does not favor the concentration of talents in the region.The improvement of labor productivity caused by environmental regulation does not show obvious advantages and the accumulation of human capital Less impact;regional GDP,investment in science and technology research and development on human capital accumulation have a positive role in promoting.Local government as an example to attract high-caliber talents and promote regional economic development,the strategy to be adopted are:to develop appropriate environmental regulatory policies,develop the regional economy to raise wages and promote industrial upgrading vigorously develop the tertiary industry,increase science and education funds Investment,reduce the unemployment rate in the region.The formulation of regulatory policies can not be too high nor too low.It should be chosen between the first threshold and the second threshold.Too high will hinder the accumulation of human capital in the area.Too low will cause over-pollution in the local area and thus under-accumulate human capital.The vigorous development of the tertiary industry will not only increase the employment rate but also attract top-level talents to work locally.Under the favorable conditions of the newly introduced industrial upgrading,the local government should seize the opportunity to promote regional economic development.This paper presents a biased mechanism by introducing average wage as a conduction variable,verifying that there is a negative relationship between environmental regulation and human capital bias and verifying the above results through the setting of threshold model.Through the data collection,theoretical construction,model assumptions,threshold setting and other quantitative analysis,but there are many factors that affect the distribution of human capital,the variable data is large and the theoretical model set the external influence and some of the data regression results may not be significant level Ideal,for the above shortcomings will be highlighted in the follow-up study.Based on the theory of human capital and environmental regulation,this paper analyzes the impact of environmental regulation on the flow bias of talent from the measurement point of view.For the formulation and implementation of the policy at the present stage,I put forward my own opinions and I hope that local governments can help and provide reference for the formulation of talent policies and environmental policies.
