Technology innovation is the foundation of a country's national strength one,is the core of a country's development momentum,clearly put forward the 19 th congress "science and technology innovation is to improve the strategic support of social productive forces and overall national strength,must be placed in the core of the national development and global position",only adhere to the independent innovation of socialism with Chinese characteristics,to changes in the development of innovation drive.Human capital,as the most dynamic subject of innovation,is the key to innovation promotion.Relying on "demographic dividend" to promote scientific and technological innovation is no longer the mainstream.Only high-quality human capital is the nuclear power to promote innovation and development.The quality and structure of human capital in China is changing dramatically.The primary goal of human capital structure adjustment should be the upgrading of human capital structure.Based on theoretical analysis and empirical test,this paper first analyzes the mechanism of human capital's effect on regional innovation efficiency from four aspects,and makes five hypotheses: regional innovation efficiency has its own spatial-temporal characteristics;The spatial-temporal characteristics of regional innovation efficiency will cause the structural changes of the model.A province's ability to attract human capital is directly proportional to the efficiency of regional innovation.The advanced degree of mobile human capital structure is directly proportional to the regional innovation efficiency.Housing price,industrial structure and other factors will influence the efficiency of regional innovation by influencing the flow of human capital.Then based on the empirical analysis to verify the theoretical analysis.Firstly,the regional innovation efficiency,human capital stock and mobile human capital were accurately measured.The super-efficiency SBM model was used to estimate the scientific and technological innovation efficiency of 30 provinces,and its spatial-temporal characteristics were studied.The structural system of human capital stock in each province is measured by using the method of perpetual inventory.Using the method of combining the macro micro data,through the research on improving the calculation of the Mincer income equation of the return on education,and to perfect the Mincer income equation with the improvement of J-F lifetime income method,measuring the micro individual lifetime income,finally combining micro individual data and macro data,to estimate the flow of human capital specific numerical,got the accurate provinces inflow and outflow data of human capital and human capital flow structure,and studies the individual provinces,cities and the number of the flow of human capital,structure and flow problem.Then,spatial econometric analysis was carried out on the impact of mobile human capital on regional innovation efficiency.The method of combining Global Moran's I and Getis-ORD General G index with dummy variables was used to judge whether the temporal and spatial effect terms in the model resulted in structural mutation of the model.The spatio-temporal correlation of regional innovation efficiency itself is empirically tested by the method of model test.The toBIT-SDM model is used to empirically test the influence of a province's ability to attract human capital and the level of mobile human capital on regional innovation efficiency.By using the method of interactive item analysis,the paper makes an empirical analysis on the interaction effect of mobile human capital on regional innovation efficiency brought by housing price and industrial structure.Finally,a robustness test is carried out on the possible inverse causality between mobile human capital and regional innovation efficiency.Based on the above research findings(1)The efficiency of Scientific and technological innovation in China is on the whole on the rise,but there are still spatial differences.(2)The higher the structure of human capital is,the higher the regional innovation efficiency will be,and the quantitative interpretation of human capital stock is not high.(3)The loss of high-quality human capital is the main reason for the decline of regional innovation efficiency;There are regional differences in the flow of human capital in China.The inflow of human capital in developed areas does not increase with the outflow of human capital.The central region is the largest human capital outflow region in China.(4)The spatio-temporal model of the influence of China's human capital flow on regional innovation efficiency is divided into two stages according to the boundary of 2008.The inflow and outflow of human capital will bring about the improvement of regional innovation efficiency,but the outflow of high-quality human capital will bring about the decline of regional innovation efficiency.The ability of a province to attract human capital can be reflected by the space lag term of the outflow of human capital.The stronger the ability to attract human capital in space,the higher the regional innovation efficiency,and the "siphon" effect in space.The inflow of high-quality human capital can improve the efficiency of regional innovation.The current level of housing prices and industrial structure are not compatible with high-quality human capital.Based on the above research conclusions,this paper puts forward the following Suggestions:(1)focus on cultivating high-quality human capital;Accelerate the flow of human capital;Strengthen the dynamic matching of human capital structure and industrial structure.(2)Promote regional economic integration and industrial structure coordination to drive the rapid development of the central and western regions.Pay attention to the basic education of low-income people,promote the popularization of higher education in an all-round way,vigorously develop private higher education.(3)To prevent the "housing price bubble" caused by overheated real estate;Second,given that the flow of human capital inevitably creates demand for housing,governments should curb speculation.(4)Talent attraction should be "one radish and one pit".Only by coordinating industrial structure and human capital structure can it give full play to its utility and avoid the redundancy of production factors brought by blind talent introduction.
