Research On Internal Control Construction At XZ College In Hebei Province

The theory research and practice about administrative institutions internal control in our country started relatively late,but with the internal control in enterprises are playing a more and more important role in both at home and abroad,introducing it to administrative institutions has become a new trend.However,college as a public institution providing advanced education service,how to establish a complete and effective internal control system is also of great concern.In the context of deepening reform of the social public management system,premier Li Keqiang put forward the new idea of reform at 2016.He said that the public administration reform will streamline administration,delegate power,and optimize services as the core task.Our colleges and universities should also comply with the reform requirements and improve service quality.However,in recent years,many universities in China have been found to corruption and bribery,embezzlement.These behaviors seriously damage the national interest and image,which is not conducive to the improvement of education service quality.Therefore,colleges and universities how to standardize the business to ensure real assets and financial information to prevent fraud,and improve the efficiency and effectiveness of public service has become the realistic and urgent task.In fact,internal control as an effective means to normative economic activity applies to the colleges and universities is very necessary.Taking XZ college in hebei province as an example of the internal control construction in colleges and universities,this paper first introduces the literature and theoretical knowledge at home and abroad about the administrative institutions internal control,and analyzes the different of internal control in the colleges and universities,enterprise and other public institutions.Second,based on the information collected during the field investigation of the unit and the requirements in the law----administrative institutions internal control standard(try out),I analyzed the whole process of internal control construction especially the internal control basic evaluation and risk assessment process.Then I put forward the key problems and countermeasures in the process of internal control construction,and put forward some suggestions on the operation of the internal control system.Finally,by comparing the basic evaluation results of the internal control of XZ college before and after the construction,the research conclusion is drawn.I found that after the actual operation of the internal control system,the standardization of various economic activities of the unit has been greatly improved,the relevant economic risks have been significantly reduced,and the internal control objectives have been basically realized.This is also an indirect explanation that internal control construction is very useful for colleges and universities to normative economic activity,crack down on corruption and improve public service.
