The public employment service originates from the extension of government public service functions in western countries.It is defined as the service that the government use public finances,implement career intermediary,labor market information development and unemployment management to solve unemployment problem and improve social welfare.The history of public employment services development shows that the improvement has accompanied by changes in economics,politics,and society.With the intensification of financial crisis in Western countries and the popularization of new public management theory,the traditional bureaucratic public employment services have gradually shifted to new customer-oriented and outcome-oriented service system.The performance evaluation has become a common method used by western countries to increase the operating efficiency and service quality of public funds.Since 1990s,China has started to implement active employment policies and now the public employment service system has been established.The employment service of college students is an important part of the public employment service system.Its development process can be roughly divided into three major stages:In the period of planned economy,the employment service of colleges and universities is provided by the government;From the stage of "two-way choice" in the transition period,national colleges have gradually established employment guidance centers.In the "self-selected career" stage in market economy,the government has gradually established the employment service system and almost all universities have gradually established career center and enriched employment services.At present,unemployment problem among college students is becoming more serious.Although the employment service system in universities has been improved,the problems of imperfect legal system,low efficiency of management and information systems are still severe.The main reason for these problems lies in the lack of a scientific and reasonable evaluation system.Therefore,it's necessary to construct scientifically reasonable and comprehensive coverage indicators and evaluation system.This paper comprehensively uses literature research methods,comparative research methods,and case study methods.Firstly,this article systematically reviews the market failure theory and human capital theory as theoretical foundation and then integrates different evaluation methods including IOO model,3E and derived 4E evaluation system,balanced scorecard system,SERVQUAL model,DEA and analytic hierarchy process,etc..Secondly,according to the literature review,we describe the current status and existing problems of employment services in universities,for instance,the legal system for employment services in colleges is not well-established,the quality and effect of employment service is not satisfying,the professionalism of the staff is insufficient,the supporting system is not effective,the multiple management is fragmented,and the construction of information system is lagging behind.Then we take N universities as a representative example to back up the general description.Thirdly,this paper combines all the existing methods and principles to construct an evaluation indicator system.The first-level index consists of 3 items and divides the service process by time sequence into three stage as pre-service auditing stage,the supervising stage during the event,and the post-assessment stage after the service.The second-level index includes 26 items and classifies indicators according to different service subjects including employment service agencies,college students,and employers and the government.The third-level index involves 66 items and choose these indicators according to the characteristics and behaviors of certain subject.The four-level indexes comprise 100 items and are agent variables choosing calculate and evaluate according to the scoring rules.Finally,this paper evaluates the employment service system of N university with our evaluation system and proposes feasible optimization suggestions based on the evaluation results:to establish an integrated employment service system,constitution and service network.
