As the main place of research and innovation,the university had played an important role in the outputs of the technology achievements.Among them,the highest proportion is the achievement about the job title,but due to the influences of the university's special institutional attributes,the market economy developments,the institutional mechanisms,the polices and the regulations,the effects about the transformation of scientific and technological achievements are not good in China's university yet.American as the world's first economic power,since issued the Bayh-Dole Act in 1980,they have completed the institutional mechanisms,the laws,the regulations about the technology transfer.And in this way,they have rewarding sufficient power about the development of the economic.Therefore,this thesis firstly brief narrates the background and significance,the research status and the way of thinking,we will discuss the basic theories of technological innovation and collaborative innovation.And then,we will introduce some core concepts such as scientific and technological achievements,transformation of scientific and technological achievements,and transformation of scientific and technological achievements.In the main content,first of all,the paper introduces the system operation process of the transformation of scientific and technological achievements in Chinese universities,and points out the current problems.Then,a case analysis method was used to sort out the transformation of scientific and technological achievements of some universities in China and the United States,and make a comprehensive comparison of them through comparative analysis.Including the contrast of subject factor,process factor and environment factor.Comparing the three parts,it specifically covers the nature of colleges and universities,the concept of running schools,the transformation of results,the distribution of income,the formulation and implementation of policies and regulations,and the construction of service platforms.After the comparison,it sums up the lessons that China can learn from the United States in the optimization process of the scientific and technological achievements transformation system.Finally,the paper proposes corresponding suggestions for the problems existing in the internal and external systems,including exploring and transforming the traditional teaching concepts of higher learning institutions,introducing the idea of serving the society to run schools,establishing a recyclable scientific research achievement management operating system,and perfecting management mechanisms for the distribution of patent licensing revenues in universities;explore the reform of scientific and technological achievements in colleges and universities under a mixed ownership system;explain or revise the content of ambiguous articles of law;set up a platform for assessing and transforming specialized achievements and transforming service platforms.In conclusion,author propose that,from a macro perspective,we should do better institutional arrangements about the country and the government.And from a microscopic perspective,we should do more about internal management and operation of colleges and universities,and create a good atmosphere for the college's science and technology transformation,then in this way,we can guarantee the freed and the increment about the results of college's science and technology transformation.
