With the development of knowledge economy,the mode of knowledge production gradually presents new characteristics: the value of knowledge production changes from cognitive demand to practical utility;The research field of knowledge production spreads from single discipline to interdisciplinary and super-discipline.The place of knowledge production spreads from traditional universities to enterprises and government departments.The reflection and quality control of the subject of knowledge production also take more human factors into consideration.These characteristics of heterogeneity must affect the transformation of scientific and technological achievements in universities based on knowledge production.In addition,the ministry of education and the ministry of science and technology also recently proposed that the index of SCI papers should no longer be directly used as the evaluation standard,which further demonstrates that the "baton" of the transformation evaluation of scientific and technological achievements in universities is imminent.To solve this problem,the first task is to establish an authoritative and scientific evaluation index system for the transformation of scientific and technological achievements in colleges and universities.This paper fully discusses the existing research on the evaluation of the transformation of scientific and technological achievements in colleges and universities,and finds that the evaluation index system in China has not been unified either from the perspective of foothold or the logic of construction,and there is room for further research.Therefore,based on the knowledgeproduction mode transformation perspective,considering three screw theory,open innovation,innovation ecosystem,Vedung effect analysis within the framework of the relevant indicators design,from the "knowledge transformation feasibility","r&d","innovation output","goal" and "satisfaction" five dimensions,construct a multi-agent,multiple perspectives,the whole process of transformation of scientific and technological achievements evaluation index system of colleges and universities.A questionnaire was designed for each index in the system,data were collected from Shanghai universities,and the accuracy and rationality of the evaluation index system were proved by reliability and validity test,exploratory factor analysis and confirmatory factor analysis.According to the inspection process of the index weight of size,on the one hand,able to grasp the whole college in Shanghai now focus on transformation of scientific and technological achievements and the insufficiency,namely,pay attention to scientific research output in Shanghai universities and technical value realization,and put a lot of manpower,material and financial resources but lack of investigation into the track of stakeholders' satisfaction and difficult to understand the actual circumstances of the transformation of scientific and technological achievements;on the other hand,the evaluation index system of weights in accord with "input-transformation-output" logical relationship,so this article with the aid of network DEA method,using these indicators in Shanghai including 15 academic level of clear and complete data representative universities of science and technology achievements transformation efficiency evaluation and cluster analysis,found the sample in the stage of transformation of scientific and technological achievements of efficiency is generally low,though the coupling development of subjective emphasis on technology transfer and research and development,but objectively there is still no get rid of the current situation of the study,"applied".In addition,this paper also compares the ranking of the transformation of scientific and technological achievements of the sample universities,which further proves the accuracy of the conclusion and thereliability of the evaluation index system.Thus it can be seen that the evaluation index system of the transformation of scientific and technological achievements constructed in this paper has rich theoretical basis,rigorous logic,and wide applicability.Not only can the index weight quickly reflect the development status of the transformation of scientific and technological achievements in regional colleges and universities,but also provides a reference for the variable selection of transformation efficiency measurement.Based on the efficiency results,the advantages and disadvantages of colleges and universities at different levels in each stage are analyzed,which is beneficial for colleges and universities to make corresponding adjustments.In order to better carry out the evaluation work of the transformation of scientific and technological achievements in colleges and universities in the future,this paper puts forward the following Suggestions:(1)reconstruction of achievement transformation evaluation support system to conform to the transformation of knowledge production mode;(2)adopt the evaluation method of diversified results transformation and formulate the evaluation management standard;(3)clarify the functional positioning of stakeholders to ensure smooth evaluation channels;(4)improve the data system of achievement transformation evaluation indicators and implement scientific evaluation methods;(5)pay attention to the dynamic characteristics of achievement transformation evaluation and make reasonable adjustments in time.
