Since the reform and opening up of China,our socialist and market economy is changing constantly with each passing day.The 18 th National Congress pointed out that we should speed up the transformation of government's functions,strengthen and make innovations in social administration.With the increasing advancement of public service and system construction in China,the main body and mode of service supply diversified.Contemporarily,it has been lead by government accompanying the public,also stateruns and civilian-runs.As the income of residents improves continuously,the problem of food and clothing is no longer bothering most of the residents.The requests of people on the life quality are rising and they are eager for a healthy lifestyle.Doing exercise can not only be a kind of program for leisure and entertainment,but be considered as an effective way for building up bodies and social communication,which attracts concerns from more and more people.The 13 th Five-Year Plan stressed that the government would not undertake the public service directly which can be supplied by government investment.It can be supplied by the government and social power,absorb social fund devotion widely and speed up the social service reform.The Sports' Development 13 th Five-Year Plan pointed out clearly that speeding up the transformation of government functions to clarify the boundaries of the sports administrative authority,reduce service approval items,relax the subject market access standards and strengthen the regulation of the middle and latter period in the service process.The aim is to improve the government purchasing sports service mechanism and the attached policy of fund guarantee,performance comment and supervision and control.By applying the cost benefit and the contingent valuation method,the study aims to analyze the cost-effectiveness in the pilot areas where Chinese government has already bought public sports service.And a research based on this analysis is following,which is referable to the government for its setting and carrying out certain policy.The study,based on methods of documentary,survey,WAP and mathematical analysis,analyses the public sports services of the three areas: Shanghai,Wuhan and Changzhou where the government purchases well.It focuses on the cost-benefit analysis of the three areas' sports services,including the skill training,group events,body-building exercise,venue services,service management and corporeity test developed by them.The spercific results of the study are as follows:First,the current benefit situations of the public sports services bought by the government in China:1.Generally,loss incurred in more kinds of public sports and big benefit gap exists among different projects:the training service,especially the one targeted teenagers,whose benefit ratio is aroud 1;for the group events,the benefit ratio is 0.805;the body-building service,0.658;the venues with low or no fees are very popular among people,whose benefit ratio is 0.937;the benefit ratio of the management service is 0.506,but it will excess 1 if the service lasts over two years;people knows little about the corporeity test,so the benefit ratio of which is only 0.01.2.From the perspective of the buying pattern,the public sports service purchased by the government is mainly about skill training,among which the training station for teenagers covers a greater proportion,whose benefit ratio excesses or closes to 1,parents ' willing of paying is generally equal to or excesses the government's;the benefit ratio of the venues with low or no fees closes to 1 as well.3.The scale and the number of people of the service are limited by the government,which should be reflexible relying on the objective situation.Do not deprive people of their participation as a result of small scale.The government can make corresponding payment after estimating the specific payout for request of the service.Second,the problems of government purchasing public sports service are: 1.Small selection range.Most undertakers are second-level institutions which are affiliated with government departments.2.Insufficient propaganda.The whole purchase and executing processes of public sports service are unnoticed.3.Image project.The undertakers have an insufficient understanding of the competition and competition rules.4.Low degree of information disclosure and absence of supervision.Third,there are four restraint factors of government purchasing public sports service: 1.Because of the ingrain old bureaucracy,it is hard to realize the separation of enterprise from administration and institution,which caused a high degree of information and resources blockade.2.Competitive market has not yet formed because sports cause are still in the initial stage.3.The undertakers are short of innovation,they just hold a certain size of competition as usual,but not service on demand.4.Sports associations and organizations develop backwardly so that they are not capable enough to host a competition.Forth,the development countermeasure of government purchasing public sports service are:1.Strengthen the development of cultural deposits by developing sports club,sports association and sports organization.2.Formulate feasible competition regulations for service itself,and make residents familiarwith competition information by strengthening propaganda.3.Organize the competition flexibly.Do not limit participants according to a compulsory index.4.Make the service more open by increasing the degree of open tendering.
